شناخت دقيق مفهوم اداره صرفا محدود به ابعاد نظري خاصي نشده و در بردارنده آثار و لوازم مهمي در عرصه عمل حكمراني است. وابستگي تعريف قرارداد اداري و تعيين رژيم حقوقي حاكم بر آن به طرفيت اداره، ابتناي صلاحيت قاضي اداري و تحقق دعواي اداري به خوانده واقع شدن اداره و محوريت آن در تشخيص رژيم حقوقي مسيوليت مدني دولت و بالاخره عرصه جريان امتيازات اقتداري در تامين نظم و خدمات عمومي، نشان دهنده اهميت و لزوم چنين شناختي است. عناصر سازنده مفهوم اداره ناظر است بر عنصر سازماني، عنصر هدف و عنصر روش و ابزار. در بعد سازماني، تمركز اصلي بر لايه غيرسياسي قوه مجريه و همكاران آن است، در بعد هدف، عنصر نفع عمومي تعيين كننده بوده و به لحاظ روش و ابزار، روش اجراي روزمره، موردي و ابتكاري قانون محوريت دارد و به لحاظ ابزار، اداره اصولا متكي بر ابزار اقتداري است. در همين راستا به منظور روزآمد ساختن و شناخت كامل مفهوم اداره، به مدل هاي مختلف حكمراني و آخرين تحولات پرداخته شده و نشان داده شده است كه در مدل ها و ادوار مختلف، به رغم تفاوت هاي قابل توجه، همچنان مي توان اداره را به اتكاي سه عنصر وجودي آن، سازماني (لايه غيرسياسي قوه مجريه و همكاران آن)، هدف (نفع عمومي) و روش و ابزار (يك جانبگي و اقتدار) بازشناخت.
