بررسي و تحليل تأثير گشت هاي پليس امنيت اخلاقي در پيشگيري از مزاحمت هاي خياباني (مورد مطالعه استان بوشهر)

زمينه و هدف: گشت‌هاي امنيت اخلاقي از جمله عوامل مؤثر در جامعه براي كنترل جرايم عليه اخلاق، بر مبناي اصول پيشگيرانه است. هدف از اين تحقيق، بررسي و تحليل تاثير گشت‌هاي پليس امنيت اخلاقي در پيشگيري از مزاحمت‌هاي خياباني. محقق با بررسي دقيق در سوابق مطالعات انجام شده با پيشينه قوي و ادبيات نظري غني به طرح موضوعي مي‌پردازد كه عليرغم اثرات بسيار منفي، آن چنان كه مي‌بايست مورد توجه محققين در زمينه جرم‌شناسي و حتي آسيب‌شناسي واقع نگرديده است. روش تحقيق: روش تحقيق حاضر از نظر ماهيت و هدف كاربردي است و از نظر روش توصيفي از نوع زمينه‌يابي (پيمايشي) است. جامعه آماري تحقيق حاضر را تعداد 200 نفر از بزه‌ديدگان و بزهكاران مزاحمت خياباني در طول سه ماهه اول سال 1395 تشكيل مي‌دهند كه در مجموع 50 نفر از گروه بزه‌ديدگان و 50 نفر از گروه بزهكاران به عنوان نمونه با استفاده از روش نمونه-گيري اتفاقي طبقه‌بندي شده انتخاب شدند. روش گردآوري اطلاعات در اين تحقيق روش كتابخانه‌اي و ميداني است و ابزارهاي گردآوري آن را مصاحبه و پرسشنامه محقق ساخته تشكيل مي‌دهد. نتايج و يافته‌هاي تحقيق نشان داد: با روش‌هاي مؤثري چون؛ رعايت حجاب كامل اسلامي؛ مراقبت‌هاي الكترونيكي؛ طراحي محيطي مناسب و حذف فضاهاي بدون دفاع؛ بكارگيري ماموران پليس در مناطق آلوده به جرم مزاحمت؛ كنترل رفتار زنان و بكارگيري روش‌هاي پيشگيري وضعي، سازمان‌دهي گشت‌هاي امنيت اخلاقي و افزايش اثربخشي آن از طريق تقويت نيروي انساني، تجهيز واحدهاي گشتي و آموزش‌هاي مستمر نيروهاي فعال در گشت امنيت اخلاقي مي‌توان از بروز مزاحمت‌هاي خياباني پيشگيري كرد.

In this study, library research and field data collection and gathering tools to interview and questionnaire forms. The results and findings of the study showed that street harassment is affected by causes such as environmental factors, cultural factors, increased levels of mobile social networking and promote Western models offered in satellite networks; inefficiency criminal policy, role of the study findings suggest the method is also effective like the full Islamic hijab; electronic surveillance; designing a suitable environment and remove spaces without defense, the use of police officers in contaminated areas nuisance crime control women's behavior and development of situational prevention methods , organized moral security patrols and increase its effectiveness by strengthening human resources, equipment and continuous training forces to patrol the nuisance of street patrols morality can be prevented.
