گونه‌بندي و تحليل پخشايش دارايي‌هاي آسيب‌پذير شهري از منظر پدافند غير‌عامل (مورد مطالعه: شهر شيراز)

Classification and analysis of distribution of municipal damageable assets from passive defense perspective (A case study of Shiraz city)

با در نظر گرفتن اين مطلب كه بسياري از تهديدات، متوجه نيازهاي اساسي شهروندان مي شود، بررسي و تحليل اهداف و دارايي هاي جذاب محتمل و مهم براي دشمن در تأسيسات و تجهيزات شهري و در نهايت كل مجموعه شهر، ضروري است. هدف اين مطالعه، گونه بندي دارايي هاي آسيب پذير شهري و تعيين نحوه پخشايش آنها از منظر پدافند غير عامل در شهر شيراز است. به منظور شناخت دارايي ها و كاربري هاي شهري آسيب پذير، پژوهش حاضر از روش پژوهش توصيفي - تحليلي در بستري از مطالعات كتابخانه اي بهره گرفته است؛ و براي تحليل ميزان آسي ب پذيري مناطق مختلف شيراز و سطح بندي و چگونگي پخشايش دارايي ها و كاربري هاي شهري آسيب پذير، اين پژوهش از شيوه هاي پژوهش مشاهده و بازنمايي استفاده شده است. در اين پژوهش، GIS استفاده كرده و به منظور تحليل داده ها از نرم افزار (simulation) عوامل و عناصر ذاتا آسيب پذير و مستعد براي مورد هدف قرار گرفتن در شهرها شناسايي شده و بر اساس مقياس ملي و محلي در جدول هايي معرفي شده اند. هم چنين دارايي ها و كاربري هاي شهري آسيب پذير در شيراز، به سه گونه حياتي، حساس و مهم، سطح بندي شده و نقشه هاي چگونگي پخشايش آن ها ارائه شده است. نتايج پژوهش نشان مي دهد كه اغلب كاربري هاي حياتي، حساس و مهم در مناطق مركزي به ويژه 5 و 7 نيز، تراكم بالايي از كاربري هاي حساس و مهم را در خود ، مناطق 1 و 8 متمركز شده اند و مناطق 4 دارد، و لازم است كه اين دارايي ها، در سراسر شهر پراكنده شوند.

Given that most threats are directed towards citizens’ basic needs, examination and analysis of probable and attractive goals and assets of urban facilities and equipment, which are of utmost significance to the enemy, assumes considerable importance. The present study was carried out to categorize damageable urban assets and determine the way they are distributed in Shiraz from a passive defense perspective. Accordingly, to gain knowledge of existing assets and their urban application, the present study employed a descriptive-analytical method in the context of library studies. Also, to examine the degree, to which various areas of Shiraz are damageable and the way they are diffused, this study made use of observation and simulation methods and GIS software to analyze the data. In this study, the inherently damageable elements and those evidently susceptible to being targeted in different cities were all identified and introduced in certain tables on the basis of national and regional scales. Likewise, the urban damageable assets and applications in Shiraz were categorized into three, namely, vital, sensitive and important types and their distribution maps were presented. According to results of the study, most of the vital, sensitive and important applications were concentrated in central areas, particularly districts 1 and 8. They also showed that districts 4, 5 and 7 enjoyed high concentration in terms of sensitive and important applications. So, it is required that assets be diffused all over the city.
