Police engagement with people and its role in providing social security and crime prevention

امنيت، به مثابه يكي از پديده‌هاي اساسي و بنيادين در زندگي اجتماعي است و از جمله نيازهاي فردي و اجتماعي به‌شمار مي‌رود. به‌طوري كه احساس امنيت و آرامش در شهروندان، از ويژگي‌هاي يك جامعه سالم ديني است آن‌چه كه بيش از پيش ضروري به‌نظر مي‌رسد اين است كه نيروي انتظامي مقتدر بايد به‌عنوان اصلي‌ترين نهاد دست‌اندركار ايجاد نظم و امنيت در جامعه بتواند بدون دستاويز گرفتن ابزارهاي قدرت فيزيكي اعمال حاكميت كند. اما بايد توجه داشت در اجراي اين مأموريت (تأمين نظم و امنيت) نيروي انتظامي هر قدر هم توان علمي، نيروي انساني و تجهيزاتش را افزايش دهد، به تنهايي قادر به پيش‌گيري از وقوع جرم و تأمين نظم و امنيت نخواهد بود و در راستاي انجام اين رسالت به مشاركت مردمي نيازمند است. بنابراين پژوهش حاضر كه با روش توصيفي تحليلي صورت پذيرفته و از منابع اسنادي و كتابخانه‌اي در جمع‌آوري اطلاعات بهره گرفته است به‌دنبال پاسخ‌گويي به اين پرسش اصلي است كه پليس از چه راه‌هايي مي‌تواند در عين اين‌كه اقتدار و مقبوليت خود را حفظ نمايد امنيت اجتماعي را براي شهروندان نيز تأمين نمايد؟ در راستاي پاسخ‌گويي به اين سؤال در ابتدا به مفهوم اقتدار و عوامل مؤثر بر افزايش اقتدار پليس پرداخته خواهد شد، در بخش بعدي مفهوم امنيت (به‌ويژه امنيت اجتماعي) و پيش‌گيري اجتماعي توضيح داده خواهد شد و در بخش نهايي نيز مشاركت عمومي مردم با پليس به‌عنوان راهي مناسب كه باعث افزايش نظم ، انسجام اجتماعي و افزايش امنيت و اقتدار پليس مي‌شود در قالب فرضيه اين پژوهش مورد بررسي قرار خواهد گرفت.

Security is seen as one of the fundamental and fundamental phenomena in social life, including individual and social needs. So that the feeling of security and tranquility in the citizens is a characteristic of a healthy religious community What seems more urgent is that the powerful force should act as the main institution involved in creating order and security in the community, without resorting to the means of physical power. However, it should be noted that, in carrying out this mission (providing security and order), police forces will not be able to prevent crime and provide security and order as much as possible, increasing the ability of science, manpower and equipment. and in pursuit of this mission, there is need for people's participation. Therefore, the present study was conducted using a descriptive-analytical method and used library and documentary resources in collecting information. Seeking to answer the main question, how can police, while maintaining its authority and legitimacy, also provide social security to citizens? In order to answer this question, at the outset, the concept of authority and factors affecting the increase of police authority will be addressed, In the next section, the concept of security (especially social security) and social prevention will be explained. and in the final section, public participation of the public with the police as a way to increase order, social cohesion and increase the security and authority of the police will be considered in the hypothesis of this study.
