ويژگي فرماندهان و مديران انتظامي از ديدگاه اسلام

The Properties of Police Managers and Commandership from perspective of Islam

امروزه در تمامي امور اجرايي، مديريت از مهم‌ترين و حساس‌ترين اركان محسوب مي‌شود كما اين‌كه بدون يك مديريت فراگير و عالمانه هرگز هيچ طرح و برنامه‌اي قابليت اجرايي پيدا نكرده و در صورت انجام، شكست آن قابل پيش‌بيني خواهد بود. در منظر اسلام مديريت از مهم‌ترين عناصر در رهبري محسوب مي‌شود. از سويي ديگر دروس مديريتي و فرماندهي در حال حاضر عموماً برگرفته از كشورهاي غربي مي‌باشد و كمتر نوشته يا منبعي را مي‌توان يافت كه از آن الگوي مديريت اسلامي استنباط شود. از سويي ديگر نيروي انتظامي به جهت ارتباط نزديك و تنگاتنگ با مردم از جمله سازمان‌هايي است كه مديريت در آن ظرافت‌ها و حساسيت‌هاي خاص خود را مي‌طلبد؛ بنابراين انتخاب الگو و مدلي براي مديريت و فرماندهي در ناجا به همان ميزان از حساسيت‌هاي خاص خود برخوردار است، در اين ميان فرماندهي و مديريت پيامبر عظيم الشأن اسلام مي‌تواند در بسياري از جنبه‌ها و ابعاد مديريت نيروي انتظامي به‌عنوان يك الگوي موفق، مورد استفاده قرار گيرد. اين مقاله به روش توصيفي انجام شده است. هدف از تدوين اين نوشتار، تبيين ويژگي فرماندهان و مديران انتظامي از نظرگاه اسلام مي‌باشد. نتايج حاصله نشان مي‌دهد كه فرماندهان و مديران نيروي انتظامي به جهت سلسله‌مراتبي بودن ساختار سازماني و نيز لزوم ارتباط تنگاتنگ با مردم بايد از ويژگي‌هايي هم‌چون، امانت داري، سعه صدر، درست‌كاري، شجاعت، داشتن پايگاه مردمي، حُسن سابقه، پاي‌بندي به اصول و ... برخوردار باشند.

Today in all the executive affairs, the management is from the most important and sensitive pillars, as if without an inclusive and wise management, no design and program will find the capacity to be executed and in the case of doing, the failure of which would be predictable. In the Islam's attitude, managements is considered as one of the most important elements in leadership, and from the other side the current lessons of management and commandership are generally taken from western countries and we can rarely find a text or resource that is inference from Islamic management model from the other side, the police because of its close and tight relationship with people is from those organizations in which the management calls for its specific elegances and sensitivities, hence choosing a model and pattern for management and command in NAJA has its specific sensitivities with the same extent. In this arena, the Islam's holly prophet’s management and commandership could be used as a successful model in most of the dimensions and aspects of police management. This article was done through the descriptive method. The question that is going to be answered in this article is that what are the properties of commandership in Islamic system? We are trying to study and discuss the above subject, in order to find and present a suitable model for commandership in disciplinary forces.
