بررسي عوامل مؤثر بر بروز چالش‌هاي انتظامي در فراخوان از طريق شبكه‌هاي اجتماعي سايبري

Studying the Effective Factors on the Emergence of Disciplinary Challenges in the Invitation through Cyber Social Networks

يكي از پديده‌هاي نوظهور در فضاي سايبري كه امكان تشكيل اجتماع‌هاي مجازي را فراهم مي‌كند، شبكه‌هاي اجتماعي سايبري است. مقاله حاضر در پي پاسخ‌گويي به اين پرسش اساسي است كه فراخوان شبكه‌هاي اجتماعي مجازي چه تأثيري در وقوع چالش‌هاي انتظامي (و البته در كنار آن چالش‌هاي اجتماعي) بر پليس دارد. روش پژوهش كيفي از نوع مطالعه موردي در فرماندهي انتظامي غرب استان تهران بوده است. جامعه آماري اين پژوهش فرماندهان، مديران و دست‌اندركاران پليس‌هاي مرتبط با فراخوان‌هاي شبكه‌هاي اجتماعي بوده كه به‌صورت هدفمند انتخاب شدند. پرسش‌ها در قالب مصاحبه‌هاي عميق طرح شده است. از مهم‌ترين يافته‌هاي به‌دست آمده از اين پژوهش مي‌توان به ضعف مهارت گفت‌وگو و ارتباطات، ضعف آشنايي پليس‌ها از شبكه‌هاي اجتماعي، ضعف تعامل و ارتباط بين سازمان‌ها براي پاسخ‌گويي، مسئول‌سازي، حل و فصل مشكلات مرتبط با فراخوان‌ها، ضعف آموزش‌هاي مهارت ارتباطي، استفاده از تجهيزات، چگونگي مقابله پليس‌ها در خصوص فراخوان‌هاي شبكه‌هاي اجتماعي و ايجاد پيامدهاي منفي در استفاده از زور و قوه قهريه و حضور فيزيكي پليس، اشاره داشت. برخي نتايج به‌دست آمده از پژوهش نيز حاكيست، طي سال‌هاي آينده بر تعداد فراخوان‌هاي شبكه‌هاي اجتماعي افزوده خواهد شد و ما ناگزير از مديريت آن در قبل، حين و بعد از فراخوان هستيم تا از چالش‌هاي انتظامي بيشتر جلوگيري كنيم. حضور فيزيكي پليس اگر چه در كنترل و كاهش چالش‌هاي منتج از فراخوان‌ها مؤثر و مفيد است، اما حضور بيش از اندازه و بي‌برنامه پليس مي‌تواند بر پيچيده شدن چالش‌ها بيفزايد. يك‌دستي و اجماع در خصوص گفت‌وگو، تساهل و تسامح، شيوه‌ها و روش‌هاي رويارويي با فراخوان شبكه‌هاي اجتماعي كه از ضروريات كنترل و مديريت تجمعات است، چندان مورد توجه نبوده است.

Cyber social Networks are one of the newly emerged phenomenon in cyber space, which provides the capability for the creation of virtual communities. Present article is going to answer this principal question that what is the effect of the invitation of virtual social networks in the emergence of disciplinary challenges (and of course beside that social challenges) imposed on the police. The research method is qualitative and case study in the disciplinary commandership in the west of Tehran province. The statistical community is composed of the commanders, managers and the police responsible authorities related with the invitations of social networks that were chosen aim fully. The questions are imposed in the framework of deep interviews. From the most important results of this research we can mention the weakness of the communication and discussion skill; weakness of police’s acquaintance with social networks; weakness of communication and interaction between the organizations for despondency, making accountable, solving and resolving the problems related with the invitations; weakness in trainings of communicational skills, using the equipment, police’s how to confront and … in relation with the invitation of social networks; and creation of negative outcomes in usage of force and resorting to force and police’s physical presence. Some of the research results show that, through the years ahead the number of the social network’s invitations would increase and we inevitably should manage that before, during and after, in order to prevent more disciplinary challenges. Despite of this fact that police’s physical presence is effective in controlling and decreasing the challenges resulted by the invitations, but the unscheduled and more than needed presence of police could result in the complication of the challenges. Being uniform and in consent about communication and interaction, laxity and negligence, methods and ways of confronting with the invitation of social networks which are from the necessities of controlling and managing the assemblies and massing have not been considered enough.
