اثربخشي دوره‌هاي آموزشي تخصصي - تكميلي (مورد مطالعه: كاركنان فرماندهي انتظامي ويژه غرب استان تهران)

The Effectiveness of the Professional, Complementary Training Periods of Police Commandership Specific to the West of Tehran Province

با توجه به توليد روزافزون اطلاعات، آموزش حين خدمت، يكي از ضرورت‌هاي سازمان‌هاي دولتي و غيردولتي محسوب مي‌شود كه نيروي انتظامي نيز از اين امر مستثني نمي‌باشد. در اين راستا نوشتار حاضر با هدف بررسي اثربخشي دوره‌هاي آموزشي تخصصي - تكميلي (آموزش حين خدمت) فرماندهي انتظامي ويژه غرب استان تهران در سال 1395 انجام شده است. اين پژوهش از نظر هدف كاربردي، از نظر ماهيت شبه آزمايشي و از نظر نوع داده كمي بوده و جامعه آماري آن شامل 110 نفر از افسران جزء و درجه‌داران شركت‌كننده در دوره مذكور مي‌باشد. از اين گروه به‌صورت تمام‌شماري پرسش گري شده است. عملكرد كاركنان مورد سنجش در اين پژوهش با پرسش‌نامه محقق‌ساخته كه تعداد 27 سؤال دارد مورد بررسي قرار گرفته و روايي صوري و محتوايي پرسش‌نامه مورد تأييد قرار گرفته و پايايي پرسش‌نامه (آلفاي كرونباخ 0/77 درصد) به‌دست آمده است. براي تجزيه‌ و تحليل اطلاعات از آزمون t، تحليل كوواريانس چند متغيره و آزمون لوين استفاده شده است. يافته‌ها از ديدگاه افسران جزء و درجه‌داران نشان مي‌دهد كه اين دوره‌ها اثربخشي مثبت در دانش و مهارت آنان داشته است. به موجب نتايج حاصل از اين مقاله، دوره آموزشي تخصصي - تكميلي داراي اثربخشي مثبت مي‌باشد. در اين پژوهش اساتيد، منابع آموزشي و كيفيت برگزاري دوره نيز با استفاده از يك پرسش‌نامه محقق‌ساخته مجزا مورد ارزشيابي قرار گرفته است؛ به اين صورت كه هر استاد با دو سؤال توانايي علمي و قدرت بيان و هر منبع نيز با دو سؤال (جذاب بودن و كاربردي بودن) براي پليس و كيفيت برگزاري دوره نيز با شش سؤال مورد ارزيابي قرار گرفته و رتبه‌بندي شده است. از ميان اساتيد دوره، استاد منصور كيوانفر به عنوان برترين استاد، از ميان منابع آموزشي دوره، درس تشكيل پرونده قضايي به‌عنوان برترين منبع و از ميان عوامل مؤثر بر كيفيت برگزاري دوره، نحوه برخورد مسئولان اجراي دوره به‌عنوان برترين عامل از نظر فراگيران انتخاب شده‌اند.

Considering the ever increasing production of information, in-service education is considered as one of the necessities of governmental and non-governmental organizations, from which police are not excepted. In this direction the present text was done with the aim of studying the effectiveness of the professional, complementary training periods (in-service training) of police commandership specific to the west of Tehran Province in 1395. This is an applied research from the goal point of view and from the view of quiddity is quasi-experimental and from the view of data kind is quantitative and its statistical community is composed of 110 ones of the sub lieutenants and the non-commissioned officers participating in the above said period. We questioned this group in a whole number way. The function of under study staff in this research were investigate by researcher-made questionnaire which has 2 questions and the conceptual and formal validity of the questionnaire was confirmed and the reliability of questionnaire (Cronbach’s alpha,77%) was calculated. we used t-test, Multivariate Covariance analysis and Levine test in order to analyze the data. The results gained from the view point of sub lieutenants and the non-commissioned officers show that then periods had a positive effectiveness on their knowledge and skill. According to the results of this article, the professional, complementary training period has a positive effectiveness. In this research, we evaluated the training resources and the quality of holding the period through a researcher-made questionnaire, in this way that we evaluated and rated every professor with two questions of scientific capability and lecture power and every resource with two questions of (attraction and usefulness) and also for police and the quality of holding the period with six questions. From among the professors and trainers of this period, Mr. Mansour Keyvanfar as the best trainer, from among the training resources, the lesson of compiling judicial file as the best resource and among the factors effective on the quality of holding the period, the communicating manner of the officials responsible for holding the period as the best factor were chosen by the trainees.
