پيامدهاي مهاجرت بر مؤلفه كشور امن در افق چشم‌انداز 1404 (مورد مطالعه: شهرستان‌هاي غرب استان تهران)

Consequences of immigration to a Secure State on 1404 Agenda (Case study: West cities of Tehran province)

مهاجرت از روستا به شهرهاي جنوب غرب استان تهران از جهت فرهنگي، اقتصادي و سياسي مي‌باشد. از سويي بررسي جايگاه تحولات مهاجرتي (روستا به شهر) و تأثير آن بر طلاق و بيكاري و اعتياد به جهت رشد جمعيت و سيل مهاجرت امري ضروري است. بررسي اين تحولات جمعيتي به‌خصوص در شهرهاي غرب استان تهران امكان برنامه‌ريزي بر اساس سند چشم‌انداز 1404 و مديريت‌هاي لازم در اين خصوص را فراهم مي‌كند؛ بنابراين در اين پژوهش با نظرسنجي 50 نمونه خبرگان انتظامي شهرستان‌هاي غرب استان تهران در اين مناطق به بررسي اين مسئله كه پيامدها و مشكلات سياسي، اقتصادي و فرهنگي مهاجرت چه تأثيري بر مؤلفه كشور امن (مؤلفه‌هاي طلاق، اعتياد و بيكاري) دارد؟ پرداخته شده است. يافته‌ها نشان مي‌دهد كه خبرگان نيروي انتظامي، عوامل اقتصادي و فرهنگي و سياسي را داراي تأثير تقريباً يكسان در افزايش طلاق و اعتياد و بيكاري مي‌دانند؛ بنابراين، لزوم تأكيد بر عوامل اقتصادي، سياسي، فرهنگي مهاجرت در برنامه‌ريزي‌هاي بلندمدت در راستاي تأمين امنيت پايدار، نيازمند مي‌باشد.

Migration from rural to urban areas of southwest cities of Tehran province has cultural, economic and political reasons. On the other hand, it is necessary to examine the status of migration developments (village to city) and its impact on divorce, unemployment and addiction caused by flood migration and population growth. The study of demographic changes, especially in the cities of west Tehran province, provides the possibility of planning and management based on 1404 Agenda. In this research, a survey was conducted on 50 law enforcement experts from Tehran western cities to examine the political, economic and cultural consequences of migration in these areas and its impact on the requirements of a secure state (divorce, addiction and unemployment). The findings show that police experts have an almost identical attitudes toward economic, cultural, and political impact on divorce and addiction and unemployment. Therefore, long-term planning entails proper consideration on economic, political and cultural factors of migration to ensure a sustainable security.
