زلزله به‌عنوان يكي از بلاياي طبيعي غيرقابل پيش‌بيني است، اما تجربيات سال‌هاي متوالي در جاي‌جاي دنيا پيامدهاي ناشي از وقوع زلزله را تا حدي قابل پيش‌بيني كرده است. با توجه به اهميت سازمان‌ها و نقش آنها در تمامي ابعاد زندگي پيچيده امروز، مديريت بحران اين رسالت را به‌عهدۀ برخي سازمان‌ها سپرده است كه مهم‌ترين آنها نيروي انتظامي است.
سازمان ناجا حافظ برقراري امنيت در همه زمان‌ها به‌ويژه مواقع بحراني است. امروز دانش بشر در مديريت بحران به‌حدي رسيده است كه مي‌تواند با پيش‌بيني و انجام اقدامات پيش‌گيرانه نقش مهمي را در كاهش آسيب‌پذيري در مواجهه با پديده‌اي چون زلزله داشته باشد. اين پژوهش با هدف شناسايي اقدامات پيش‌گيرانه بركاهش آسيب‌پذيري در مقابل زلزله توسط فرماندهي ويژه غرب تهران انجام گرفته است.
اين پژوهش براي پاسخ‌دادن به اين سؤال صورت پذيرفته است كه آيا اقدامات پيش‌گيرانه ناجا در كاهش آسيب‌پذيري‌هاي ناشي از بحران طبيعي زلزله (با تأكيد بر فرماندهي انتظامي ويژۀ غرب استان تهران) مؤثر است؟ در اين پژوهش توصيفي- پيمايشي پس از بررسي نظري متغيرهاي آموزش، ذخيره‌سازي تداركات و كمك‌هاي اوليه، ايجاد هماهنگي سازمان‌هاي ذي‌ربط با دولت، مقاوم‌سازي، انجام اقدامات فضايي- كالبدي به‌عنوان اقدامات پيش‌گيرانه در نظرگرفته شدند و بر اساس آن پرسش‌نامه پژوهشگر ساخته‌اي را در ميان فرماندهان نيروي انتظامي ويژه غرب تهران كه در مجموع 120 نفر بوده توزيع كرده و به كمك جدول مورگان 93 نفر به‌عنوان حجم نمونه پژوهش در نظر گرفته شدند. در تحليل توصيفي مفاهيم و نظريات موجود، به اين نتيجه دست يافتيم كه 5 متغير مورد بررسي به‌عنوان اقدامات پيش‌گيرانه ناجا در كاهش آسيب‌پذيري در مقابله با زلزله در سطح بالايي اثرگذار هستند و اقدامات پيش‌گيرانه مي‌تواند با 99 درصد اطمينان در كاهش آسيب‌پذيري به‌هنگام زلزله مؤثر باشد؛ بنابراين پيشنهاد مي‌شود با تقويت اين اقدامات، سطح مديريت بحران در ناجا در مواجهه با زلزله ارتقا يابد.

The earthquake is one of the natural and unpredictable disasters, but the experiences of several consecutive years in the world, to a degree, has made it possible to predict its consequences. Considering the importance of different organizations and their role in the complex life of today, the Crisis Management has relegated some of these missions to some organizations, and I.R.I police as the most important body, play a major role in this regard. The I.R.I police organization is responsible for ensuring security at all times, especially in times of crisis. Today human knowledge in crisis management has reached a level that can play an important role in predicting and taking preventive measures to reduce vulnerability to earthquake-related phenomena. The purpose of this study is to identify the effects of preventive measures to reduce the vulnerability to earthquakes by special command of West of Tehran. The purpose of this research is to answer the question of whether the preventive measures of the police are effective in reducing the vulnerability of the earthquake crisis (focusing on the actions of the special police command in the West of Tehran Province). In this descriptive-survey study, variables such as training, storage of procurement and initial aid, coordination of government-related organizations, rehabilitation, and spatial measures are considered as preventive measures. Then, based on these variables, the researcher distributed a questionnaire among special commanders of Tehran's special police force (a total of 120 people) and, using the Morgan table, 93 people were considered as the sample size of the research. In the descriptive analysis of existing concepts and theories, we conclude that the five variables considered as preventive measures of I.R.I police are effective in reducing vulnerability to earthquake counteraction, and preventive measures can be effective with 99% confidence in reducing earthquake vulnerability. Therefore, it is suggested that the level of crisis management in the I.R.I police be improved in the face of an earthquake.
