واكاوي آسيب‌شناسانه جذب، سازمان‌دهي و به‌ كارگيري اعضاي پليس افتخاري (مورد مطالعه: فرماندهي انتظامي غرب استان تهران)

Pathological Analysis of Absorbing, Organizing, and Employing the Honorary Police Members (Case Study: Disciplinary Commandership of West of Tehran Province)

موضوع امنيت و مشاركت با پليس در جامعه شهري از اهميت ويژه‌اي برخوردار است. شناخت و كنترل امنيت در شهرها مستلزم نگاه دقيق و همه‌جانبه‌اي است تا از آن طريق بتوان ابعاد گوناگون امنيت را درك كرد و به كشف ارتباط‌هاي پنهان ميان آن ابعاد در سطوح مختلف پرداخت. به همين منظور، فرماندهي انتظامي غرب تهران كوشش كرده است با سازمان‌دهي و به‌كارگيري بخشي از اقشار مردم در قالب پليس افتخاري، زمينه‌هاي حضور جدي در جامعه و مشاركت هرچه بيشتر شهروندان در برقراري نظم و امنيت عمومي را فراهم آورد. در اين پژوهش سعي شده است با نگاهي آسيب‌شناسانه، وضعيت جذب، سازمان‌دهي و به‌كارگيري اعضاي پليس افتخاري در سطح فرماندهي انتظامي غرب تهران با استفاده از روش مصاحبۀ هدفمند و مشاهدۀ ميداني مورد مطالعه و بررسي عميق قرار گيرد. اين پژوهش از نظر هدف و ماهيت، كاربردي و از نظر نحوۀ گردآوري داده‌ها و اجرا، كيفي از نوع اكتشافي با انجام مصاحبه و هم‌چنين مشاهدۀ ميداني است. جامعه آماري در اين پژوهش شامل كليه كاركنان شاغل در كوپ فرماندهي انتظامي ويژۀ غرب استان تهران است كه در طول جذب و به‌كارگيري عوامل پليس افتخاري در سطح استان فعاليت انتظامي داشته‌اند. يافته‌ها و نتايج حاكي از آن است ارائه آموزش‌هاي لازم به اعضاي جذب‌شدۀ قطعي طي 12 دورۀ آموزشي در قالب كلاس، كارگاه و همايش تا پايان ارديبهشت 96 نشان از توجه جدي اين فرماندهي به امر آموزش اعضاي پليس افتخاري قبل از به‌كارگيري اعضا بوده است. اما، چالش‌ها و اختلاف نظرهايي در فرآيند جذب، سازمان‌دهي و به‌كارگيري اعضاي پليس افتخاري به‌ويژه در مرحلۀ به‌كارگيري اين اعضاء در مجموعه انتظامي ويژه غرب تهران وجود داشت كه به نظر مي‌رسد از بازده كاري اين پليس خواهد كاست.

The issue of police’s security and cooperation with police in civil society is of special importance. Recognition and control of security in cities necessitates an exact and all-encompasive look, through that we will be able to understand the various dimensions of security and discover the hidden relations among those dimensions in different levels. For this purpose, the disciplinary commandership of west of Tehran province have tried to provide the background for serious presence and more cooperation of citizens in society and in holding public order and security through organizing and employing a part of people classes in the form of honorary police. In this research we have tried through a pathological analysis to have a deep study and analysis about the situation of absorbing, organizing and employing the police honorary members in the level of disciplinary commandership of west of Tehran province with the method of aimfull interview and field observation. This research is applied from the goal and nature point of view and from the view of data collection and enforcement is qualitative from the kind of discovery and through interviewing and also field observation. The statistical community in this research include all the employed staff in the coup of special disciplinary commandership in west of Tehran province who had disciplinary activity at the level of province during the absorption and employment of honorary police agents. The gained results and findings show that presenting necessary trainings to the confirmed absorbed members during 12 training courses in the form of class, workshop and seminar up to the end of Ordibehesht 96 is a sign of this commandership’s serious consideration to the affair of training the honorary police members before their employment. But, the challenges and disagreements in the process of absorption, organization and employment of honorary police members, especially in the employment level of those members in the disciplinary unit especial to west of Tehran province that seems to decrease the work return of this police.
