بررسي اثربخشي عمليات پليس آگاهي بر كشف قتل‌ عمد (مورد مطالعه: فرماندهي انتظامي ويژه غرب استان تهران)

Studying the effectiveness of the operation of criminal investigation department on detecting the murder (Case study: special Disciplinary Commandership of west of Tehran Province)

مقاله حاضر با هدف تمركز بر «مجموعه عمليات‌هاي آگاهي مورد نياز براي شناسايي و كشف جرم قتل»، سطح اثربخشي آن را براي دست‌يابي به اهداف مأموريتي تعريف‌شده توسط گروه «پژوهش» مورد بررسي خود قرار داده و بر اين اساس پايه‌اي مناسب براي بهبود عمليات‌هاي آگاهي فراهم كرده است. پرسش پژوهشي اصلي مقاله اين است كه سطح اثربخشي استفاده از عمليات‌هاي آگاهي در شناسايي و كشف قتل‌هاي عمد در فرماندهي انتظامي غرب استان تهران به چه ميزان است؟ مطالعه حاضر به‌صورت كاربردي به روش توصيفي- پيمايشي صورت گرفته است. «جامعه آماري» تعداد 150 نفر از «نخبگان دانشگاه علوم انتظامي امين» و «مديران و كارشناسان عالي پليس آگاهي غرب استان تهران» با نمونه‌گيري طبقه‌بندي در سال 1396 است كه با حجم 90 نفر به‌طور تصادفي از جامعه آماري تحت بررسي استخراج و مورد مطالعه قرار گرفت. گردآوري اطلاعات با استفاده از مطالعات كتابخانه‌اي، اجراي مصاحبه، استفاده از پرسش‌نامه‌هاي طراحي‌شده توسط نويسندگان، صورت گرفت. به‌موجب يافته‌ها و نتايج حاصل از تجزيه‌وتحليل آماري داده‌ها و اطلاعات جمع‌آوري شده از ميدان عملياتي مطالعه با استفاده از نرم‌افزار SPSS، عناصر سه‌گانه «اقدام‌هاي اطلاعاتي»، «اقدام‌هاي اجرايي»، «اقدام‌هاي پشتيباني» به‌طور مثبت و معناداري بر «كشف جرم قتل عمد» تأثيرگذار هستند؛ به‌گونه‌اي كه شدت تأثيرگذاري آنها با رتبه‌بندي 1. «اقدام‌هاي اطلاعاتي»، 2. «اقدام‌هاي اجرايي»، 3. «اقدام‌هاي پشتيباني» نسبت به يكديگر قابل مقايسه است.

Present article with the goal of concentration over "all the operations related to criminal investigation needed for detecting and recognizing the crime of murder" has studied its effectiveness level with the purpose of reaching the explained operational goals by the "investigation" team and according that has provided a suitable base for improving the operations of criminal investigation. The main research question is that what is the amount of effectiveness level of using the criminal investigation in recognizing and detecting willful murders in the disciplinary commandership of west of Tehran Province? Present study is applied and has been done through the descriptive-survey method. The "Statistical Community" is composed from 150 persons from among "the elites of Amin Police University" and "high managers and experts of criminal investigation department in west of Tehran Province" with the classificatory sampling method in 1396 which was extracted and studied with the volume of 90 persons and randomly from the under study statistical society. Data collection was done through library studies, arranging interviews, using the self-made questionnaires by authors. According to the results gained by statistical data analysis and study and the information collected from the operational field of study through using the SPSS software, the three elements of "informational actions", "executive action", "back up actions" are positively and meaningfully effective on the "detection of the crime of willful murder" in a way that their effectiveness severity are comparable with each other with the ordering of 1/ "informational actions", 2/ "executive actions", 3/ "back up actions".
