بررسي عوامل اثرگذار بر قاچاق سيگار (مورد مطالعه: غرب استان تهران)

Studying the effective factors over the smuggling of cigarette (case study: west of Tehran Province)

در اين مقاله به بررسي عوامل اثرگذار بر قاچاق سيگار در غرب استان تهران پرداخته شده است. بر مبناي ادبيات موضوع در رابطه با مسئله قاچاق سيگار در پژوهش‌هاي صورت‌گرفته در ايران و هم‌چنين تحقيقات انجام‌شده در سطح بين‌المللي، به بررسي پيشينه پژوهش پرداخته شد. در ادامه به بررسي نظري موضوع نيز پرداخته شد و با استفاده از چارچوب‌هاي نظري موجود در اين زمينه به تبيين و تعيين عوامل اثرگذار در پديده قاچاق سيگار پرداخته شد. سپس به ارائه مدل پيشنهادي پژوهش پرداخته شد كه دربرگيرنده عوامل تأثيرگذار برعرضه مي‌پردازد. از طريق آناليز 117 پرسش‌نامه تكميل شده در چهار سازمان ناجا، اداره كار، گمرك و قوه‌ قضاييه در غرب استان تهران، عوامل اثرگذار بر عرضه سيگارهاي قاچاق نيز تعيين شدند. نتايج حاصل از تجزيه‌ و تحليل مصاحبه با مصرف‌كنندگان سيگارهاي قاچاق نشان داد كه «كيفيت پايين سيگارهاي داخلي»، «كيفيت در برابر قيمت» و «در دسترس بودن سيگارهاي قاچاق» مهم‌ترين دلايل تقاضا براي سيگارهاي قاچاق هستند. به‌علاوه، دسته‌اي از همين عوامل به‌همراه عوامل ديگري نظير مرغوب محسوب شدن و لوكس محسوب شدن سيگار قاچاق از جمله عوامل تأثيرگذار در عرضه سيگارهاي قاچاق هستند كه در همين راستا در انتهاي اين مقاله به بحث و بررسي پيرامون نتايج به‌دست آمده و ارائه پيشنهادات كاربردي پرداخته شد.

In this article we study the effective factors over the smuggling of cigarette in west of Tehran Province. According to the literature related to the issue of smuggling the cigarette in the researches done in Iran and also the researches done internationally, we considered and studied the background of the research. In following we also studied this subject and using the existing theoretical frameworks in this ground we clarified and determined the effective factors in the phenomena of smuggling cigarette. We then presented our suggestive research model which includes the factors effective on the offer. Through an analysis we completed 117 questionnaire in four organizations of NAJA, Labor department, customs and judiciary in west of Tehran Province, we also clarified the factors effective on the offer of smuggled cigarettes. The results gained by studies and analyses done over the interviews with users of smuggled cigarette showed that "the low quality of cigarettes", "quality in front of price" and "accessibility of smuggled cigarets" are from the most important reasons of request for smuggled cigarettes. Moreover, a set of these factors accompanied by other factors such as considering the smuggled cigarettes as high quality and lux goods are from the effective factors in offering the smuggled cigarettes and in this direction and at the end of article we discussed and studied over the gained results and presented our applied suggestions.
