Environmental Design of High Crime Areas in the City of Robat Karim (Case Study: Robat Karim City)

تحت تأثير دگرگوني‌هاي اقتصادي، اجتماعي و فرهنگي در سراسر جهان و وقوع انقلاب در زمينه فناوري اطلاعات و ارتباطات و به موازات آن افزايش قابل ملاحظه ناهنجاري‌هاي اجتماعي در اكثر كشورهاي توسعه‌يافته و در حال توسعه، طي دهه‌هاي اخير، ديدگاه‌هاي نويني براي كنترل، پيش‌گيري و مقابله با بزه‌كاري‌ها ارائه شده است. يكي از انواع راهبردهاي پيش‌گيرانه از جرم «پيش‌گيري از جرم از طريق طراحي محيطي» است كه نخستين بار توسط جرم‌شناس آمريكايي سي ري جفري در كتابي با همين عنوان ارائه شد. او معتقد است كه رفتار انساني تحت تأثير طراحي محيطي است كه در آن زندگي مي‌كند و تأكيد دارد كه با بهينه‌سازي محيط و ايجاد تصويري مثبت از محيط، مي‌توان ارتكاب جرم در محيط را كاهش داد يا از بين برد. پيش‌گيري محيطي از جرم، بر اين مفهوم ساده مبتني است كه جرم تا اندازه‌اي پيامد فرصت‌هاي برخاسته از محيط است و در اين صورت، بايد دگرگوني محيط فيزيكي به‌منظور كاستن ارتكاب جرم امكان‌پذير شود. هدف اين پژوهش، ارتقاي سطح آگاهي صاحبان منزل، معماران و طراحان شهري درباره مفهوم پيش‌گيري از جرم از طريق طراحي محيطي است كه به‌دنبال افزايش امنيت، توسعه شهري و كاهش فرصت‌هاي مجرمانه حاصل مي‌شود. بر همين اساس شهرستان رباط‌كريم (روستاي پرندك و كيكاور، شهر جديد پرند) به‌عنوان مورد مطالعه انتخاب شده است. يافته‌هاي اين ‌‌پژوهش حاكي از اين مهم است كه طي بررسي‌هاي به‌عمل آمده، مي‌توان با توزيع متعادل كاربري‌هاي مختلف در سطح نمونه‌هاي موردي نظارت اجتماعي را در مناطق خلوت ارتقاء داده و از اين طريق در پيش‌گيري‌هاي وضعي از ارتكاب جرايم اقدام كرد.

Under the effect of economic, social and cultural transformation world and occurrence of revolution in the field of information and communication technology and parallel with that the notable increase of social raucousness in most of developed and under development countries, during recent decades, novel views were presented for controlling, preventing and confronting delinquency. One of the preventive strategies in front of crime is "crime prevention through environmental design" which were first presented by an American criminologist, C.r. Jeffrey in a book with this title. He believes that human behaviors are under the effect of environmental design in which he lives and he emphasizes that through optimization of environment and creating a positive picture of environment, we could decrease or remove the commitment of crimes in the environment. Environmental prevention of crime, is based on this simple concept that crime is to some extent the outcome of opportunities arisen from the environment and in this case, the transformation of physical environment should be possible with the aim of decreasing the level of crime commitment. The goal of this research, is the improvement of awareness level among the house owners, architects and urban designers about the concept of crime prevention through environmental design which could be resulted after increase of security urban development and decrease of criminal chances. Accordingly, we chose the city of Robat Karim (the village of Parandak and Keykavar, new city of Parand) as the case study. The research results state this important issue that after the survies done, we coulf increase the social supervision in the not crowded areas through balanced distribution of different usages at the level of samples under supervision and this way do situational prevention of crime commitment.
