چكيده فارسي :
گردشگري يكي از بزرگ‌ترين بخش‌هاي اقتصادي امروز جهان است و وجود امنيت كليدي‌ترين نياز رشد آن محسوب مي‌شود. نظريه‌پردازان امنيت را به اركان، سطوح و ابعاد و گردشگري را به حوزه‌هاي تخصصي تقسيم مي‌كنند، پژوهش حاضر قصد دارد بر اساس يكي از اين تقسيم‌بندي‌ها كه گردشگري را در 5 حوزه تخصصي (معروف به «پنج آ» گردشگري)، مورد بررسي قرار مي‌دهد، به شناخت چالش‌هاي امنيت انتظامي در يكي از حوزه‌هاي تخصصي گردشگري (حوزه دسترسي يا حمل‌ونقل) در شهر شيراز بپردازد.
پژوهش از نوع آميخته (اكتشافي و پيمايشي) است كه با استفاده از ابزار مصاحبه نيمه‌ساختار يافته و پرسش‌نامه محقق‌ساخته و با استفاده از روش دلفي در 2 مرحله انجام شد، جامعه آماري، خبرگان امنيت انتظامي، گردشگري و دانشگاهي هستند، از آن‌جا كه تحقيق در بين خبرگان صورت گرفت، داراي اعتبار و پايايي مطلوب است. در نهايت نيز اطلاعات به‌دست‌آمده با استفاده از نرم‌افزار اس.پي.اس.اس مورد تجزيه‌وتحليل قرار گرفت. براي سنجش ميزان توافق نظريه‌دهندگان از ضريب هماهنگي توافقي كندال استفاده شد.
در نتيجه اين تحقيق تعداد 19 چالش امنيت انتظامي در حوزه حمل‌ونقل گردشگري از طريق مصاحبه با خبرگان شناسايي و پس از اجراي چهار مرحله دلفي تمام 19 مورد آن مورد توافق قطعي اعضاي پانل دلفي قرارگرفت. هم‌چنين مشخص شد بين شغل، تحصيلات، سن و جنسيت جامعه آماري با درجه اهميت چالش‌ها رابطه معناداري وجود ندارد. اما بين وضعيت‌تأهل جامعه‌آماري و درجه اهميت چالش‌ها ارتباط معناداري وجود دارد.
امنيت انتظامي گردشگري شهر شيراز در حوزه حمل‌ونقل با چالش‌هاي عديده‌اي روبه‌رو است كه ريشه بسياري از آنها را مي‌توان ناشي از ضعف در زيرساخت‌هاي حمل‌ونقل دانست كه با توجه به نقش و سرمايه‌گذاري گسترده دولتي در اين حوزه در صورت حركت به سمت خصوصي‌سازي مي‌توان بخش زيادي از چالش‌هاي موجود در اين حوزه را به فرصت تبديل كرد.

Tourism is one of the largest economic sectors of the world today, and security is the key to its growth. Theorists divide security into the pillars, levels, and dimensions and divide tourism into specialized fields. The present study intends to identify police security challenges in one of the tourism specialist areas (access or transportation area) in Shiraz based on one of these divisions which examines the tourism industry in five specialized fields (known as “Five A’s of Tourism”) .
The research is a mixed (exploratory and survey) study, which was conducted using a semi-structured interview and a researcher-made questionnaire by implementing the Delphi method in two stages, the statistical population consists of academic, tourism and police security experts. Since the research was performed among experts, it enjoys proper reliability and validity. Finally, the obtained data were analyzed using SPSS software. To measure the agreement of the theorists, Kendall's Coefficient of Concordance was used.
As a result of this study, 19 police security challenges in the field of tourism transportation were identified through interviews with experts, and after the completion of the four stages of Delphi, all 19 of them were agreed definitively by the members of the Delphi panel. Moreover, it was found that there was no significant relationship among the job, education, age and gender of the statistical population with the importance level of the challenges. However, there is a significant relationship between the marital status of the statistical population and the importance level of the challenges.
Tourism police security of Shiraz encounters many challenges in the field of transportation, many of which can be rooted in the weakness of transportation infrastructure and can turn into opportunities, if this sector is privatized, given the role and vast investment of the government in this area.
