پدافند غير عامل بستر سازي فرهنگي براي مقابله با دشمن و دفاع در مقابل هرگونه تجاوز و آماده‌سازي رواني جامعه براي ناكام سازي دشمن در تهاجم به كشور است. پدافند غيرعامل قدمتي به درازي عمر بشر دارد. در كشورمان با تشكيل سازمان پدافند غير عامل گام‌هاي مثبتي در اين زمينه برداشته شده و سياست‌ها و چشم‌انداز جامعي تدوين شده است. اهميت اين مسئله به حدي است كه جمهوري اسلامي ايران با توجه به قرار گرفتن در خاورميانه و همچنين تهديدات آمريكا و اسراييل مي‌بايست اقدامات لازم را براي كاهش آسيب‌پذيري و افزايش پايداري ملي مدنظر قرار داده و به‌منظور توسعه و گسترش پدافند غير عامل از تمامي امكانات بهره‌مند شود. فرهنگ‌سازي و گسترش مقوله پدافند غير عامل با استفاده از ابزارهاي فرهنگي و بسترسازي فرهنگي يكي از نكات مهم در اين زمينه است و ضروري است تمهيدات لازم را در اين زمينه به كار برد تا سياست‌هاي كلي نظام محقق گردد. در قرآن و روايات به چگونگي كار فرهنگي اشاره شده است. در واقع خود قرآن، فرهنگ چگونه زيستن است. اين تحقيق شامل مفهوم شناسي، اهميت پدافند غير عامل و پدافند غير عامل فرهنگي، فرهنگ در آيات و روايات، اهميت كار فرهنگي در قرآن و روايات و ويژگي‌هاي كار فرهنگي در قرآن و روايات مي‌باشد.

assive Defense is cultural context for dealing with enemies and it is actually defense against any aggression and prepares the society mentally to fail the enemy's invasions. Passive defense is as old as human longevity. Positive steps have been taken in our country with creation of passive defense organization and good policies and prospects have been developed. The importance of this issue is to the extent that our country due to exposure in the Middle East and threats by the US and Israel must take measures to reduce the vulnerability and increase national stability and should use all the facilities to develop passive defense. Cultural activities and expandtion of the concept of passive defense by means of culture and cultural infrastructure is one of the highlights in this area and it is necessary to apply the best measures in this regard to achieve the strategic policies. It is mentioned in the Qur'an and the traditions on how the culture works. In fact, the Quran, is culture of how to live. This research includes the meaning of and importance of Passive Defense and cultural passive defense in verses and traditions, the importance of cultural work in Quran and traditions and cultural characteristics in Quran and traditions.
