The review of role of the police in preventing cyber attacks with an emphasis on the teachings of situational prevention

در سال‌هاي اخير، استفاده فراگير از رايانه و فناوري‌هاي مرتبط با آن، موفقيت‌ها و پيشرفت‌هاي فراواني را براي جوامع بشري به ارمغان آورده است. عليرغم فوايد انكار ناپذير رايانه در زندگي بشر، همين حضور فراگير موجب شد تا جرائم رايانه‌اي به عرصه‌هاي مختلف راه يابد. حملات سايبري شامل تروريسم و جنگ سايبري از اين جمله جرائم رايانه‌اي است كه از دهه 90 ميلادي در محافل علمي مورد بحث قرار گرفته است. امروزه حملات سايبري به يك معضل بزرگ براي بسياري از كشورها تبديل شده است تا جايي كه در برخي موارد بحران‌هاي بزرگ سياسي و امنيتي به همراه داشته و علاوه بر اشخاص، زيرساخت‌ها و پايگاه‌هاي نظامي آنان را مورد تهاجم قرار داده است. با توجه به خسارات هنگفتي كه حملات سايبري بر جوامع تحميل مي‌كند، بسياري از كشورها با وضع قوانين جديد، امكان تعقيب و مجازات مرتكبين حملات سايبري را فراهم آورده‌اند. قانون‌گذار كشورمان نيز با درك اين ضرورت، در سال 1387 اقدام به تصويب قانون جرائم رايانه‌اي نموده است. اما عليرغم تمامي اين تلاش‌ها، به دليل ماهيت خاص حملات سايبري نسبت به حملات فيزيكي و مشكلاتي كه پيرامون شناسايي و اجراي مجازات بر مرتكبين اين جرائم وجود دارد، ضرورت پيش‌بيني اقدامات پيشگيرانه در مقابل اين حملات، كاملاً احساس مي‌گردد. لذا در اين مقاله مهم‌ترين اقدامات پليس كشورمان در پيشگيري وضعي از حملات سايبري مورد بررسي قرار گرفته است.

n recent years, the widespread use of computers and related technologies has brought great progress and success to human societies. Despite the undeniable benefits of computers for human life, it leads to computer crimes in different areas. Cyber-attacks including terrorism and cyber warfare, has been discussed from the 90s in scientific circles. Nowadays, cyber-attacks provide serious problem for many countries and sometimes cause major political and security crisis for people, infrastructure and military bases. Due to the enormous damages that cyber-attacks impose on nations new laws have been provided in many countries, for the possibility of prosecution and punishment of the perpetrators of these attacks. Our legislatures also understood the need for dealing with cyber-attacks and they passed Computer Crime Act in 2009. But despite all these efforts, the unique nature of cyber-attacks and problems surrounding the identification and punishment of the perpetrators of these crimes shows the need to situational prevention actions against these attacks that are absolutely necessary. So, in this article the most important measures of our police in situational prevention of cyber attacks have been studied.
