اثر ابعاد مختلف تعامل مردم با پليس بر امنيت رواني و اجتماعي: بررسي وضع موجود و ارائه راه‌كارهاي بهبود

The effect of different dimensions of people-police interaction on psychological and social security: Investigating the status quo and providing solutions for improvement

تعاملات انساني ذيل چهار حوزه اصلي اجتماعي، سياسي، اقتصادي و فرهنگي صورت مي‌گيرد. آنچه در عرصه اجتماعي زندگي بيش از همه خودنمايي مي‌كند، مقوله امنيت است. امنيت در مفهوم عيني آن به اندازه‌گيري فقدان تهديد عليه ارزش‌ها، و در مفهوم ذهني، به فقدان احساس ترس از اينكه آن ارزش‌ها مورد حمله قرار خواهد گرفت اشاره دارد. مهم‌ترين مسأله در زمينه امنيت‌گستري اين است كه خود مردم در تأمين امنيت‌شان سهيم باشند، چرا كه هميشه و به‌طور كامل نمي‌توان به پليس متكي بود. بنابراين، نيروي انتظامي جمهوري اسلامي ايران اخيراً درصدد بهبود رفتارهاي مشاركت‌جويانه مردم در حوزه امنيت رواني و اجتماعي برآمده است. پژوهش جاري با هدف بهبود تعامل مردم با پليس و ارتقاي امنيت رواني و اجتماعي انجام شد. لذا، داراي دو سؤال اصلي بدين قرار بود: «ابعاد تعامل مردم با پليس شامل چه مواردي است؟» و «مدل مفهومي روابط بين ابعاد تعامل و امنيت چگونه است؟». اين پژوهش در كلان‌شهر مشهد انجام گرفت و كارشناسان نيروي انتظامي و شهروندان اين شهر، به‌ ترتيب به‌ عنوان جامعه هدف فاز كيفي و كمي آن درنظر گرفته شدند. بر همين اساس، مطالعه مذكور ازنظر هدف از نوع كاربردي و ازنظر روش، از نوع آميخته اكتشافي بود كه از تكنيك دلفي و پيمايش بهره برد.

Human interactions take place under the four main domains of social, political, economic, and cultural. What stands out most in the social sphere of life is the issue of security. In the objective sense, security means the lack of real threat against values, and in its subjective sense, it refers to the feeling of no fear of such values being attacked. The most important thing in the issue of security expansion is that the people themselves contribute to their security because they cannot always be fully relied on the police force. Therefore, the police force of the Islamic Republic of Iran has recently sought to improve the participatory behaviors of the people in the field of social and psychological security. The current research thus aimed to improve people-police interaction and to promote social and psychological security. Accordingly, it had two main questions as follows: (1) what are the dimensions of the interaction between the people and the police? and (2) how is the conceptual model of the relationships between the dimensions of interaction and security? This research was conducted in the metropolitan area of Mashhad, and the experts of the police force and the citizens of this city were considered as the target population of qualitative and quantitative phases, respectively. It was an applied study in terms of purpose and a mixed explorative in terms of method.
