چكيده فارسي :
نظام اداري هر جامعه، بازوي اجرايي نظام سياسي محسوب مي‌‌شود؛ پرداختن به عواملي كه موجب بازدارندگي از فساد، در سطوح مختلف نظام اداري مي‌گردد، مي‌تواند كمك به‌سزايي به نظام سياسي داشته باشد. (رضائيان؛ اسدالله زاده: 1393) ماندگاري نظام هاي سياسي تا حد زيادي مرهون سلامت نظام اداري به عنوان بازوي اجرايي آن مي باشد.
كارآيي نظام هاي سياسي در عرصه اجرا، به ميزان كارآمد بودن نظام اداري بستگي دارد. از اين رو، با شناخت آسيب هاي نظام اداري، مي توان علاوه بر كارآمد نمودن نظام اداري، به بقاء و ماندگاري آن نيز كمك كرد. از سوي ديگر، فساد، از عوامل اصلي بازماندن نهادها و جوامع از دست يابي به اهداف و از موانع اساسي رشد و تكامل آنها به شمار مي رود. به همين دليل، همواره كساني كه درپي سلامت نظام اجتماعي بشر، رشد و تكامل آن بوده اند، به دنبال پيش گيري و مبارزه با اين پديده شوم اجتماعي بوده اند. پيامبران و اولياي الهي، در اين ميان نقش بسيار برجسته اي داشته اند. آنان مبارزه با فساد و تباهي و برقراري قسط و عدل در جامعه را سرلوحه برنامه هاي تبليغي خود قرار داده، در اين راه، جان نثاري هاي فراواني از خود نشان داده اند (حسني؛ شمس، 1391 ص 90).
در اين تحقيق سعي گرديده است با بيان انواع فساد و بيان مباني ارزشي فساد از نظر دين مبين اسلام، به آثار، دلايل، ريشه ها، نتايج وپيامدهاي فساد از ديدگاه قرآن كريم و حديث و نهج البلاغه پرداخته، راه ها و عوامل بازدارنده فساد اداري دراسلام را شناسايي و چراغ راه مديران و كارگزاران قرار دهد.

Administrative system of any society is the executive arm of the political system. addressing the factors that deter corruption at various levels of the administrative system can significantly help the political system. (Rezaeian; Asadullah zadeh: 1393).
Durability of political system owes much to the health of administrative system as it is the executive arm. The effectiveness of political systems in the field of implementation will depend on the efficiency of the administrative system. Thus, knowing the harms of the administrative system can meke the administrative system efficient and help its survival and sustainability. On the other hand, the corruption is one of the main factors behind the failure of institutions and communities to achieve the goals. It is one of the essential obstacles to their growth and development.
For this reason, always those who seek the health, growth and development of human social system have been trying to prevent and combat this ominious social phonemenon. The prophets and the saints of God, in the meantime, have a prominent role. They plan to preach people and fight against corruption and establish justice in the society. in this way, they have sacrificed many things (Hosni, Shams, 1391, p. 90).
In this study we have tried to express different types of corruption and basics of corruption according to the Islamic values. This papaer aims to investigate the effects, causes, roots, results and the consequences of corruption according to the Quran, hadith and Nahj al-Balaghe, identify the ways and factors preventing administrative corruption in Islam and display them as a guideline to managers and agents.
