چكيده فارسي :
دولتمردان و سياست گذاران به دنبال بهبود رفاه، رضايت و اعتماد عمومي در جامعه هستند و مهم ترين ابزار آنان براي تحقق اين مهم، تصميم ها و سياست هايي است كه در پيش مي گيرند. چنانچه اين تصميم ها و سياست ها ساده انديشانه، ناگهاني و بدون در نظر گرفتن پيامدهاي آن باشد نه تنها به حل مشكلات و چالش ها و يا استفاده از فرصت ها كمكي نمي كند بلكه خود به مشكلي جديد تبديل مي شود و براي حل آن بايد منابع و هزينه هاي فراواني صرف شود. تصميم آگاهانه و هوشمندانه نتيجه سنجش و ارزيابي پيامدهاي آن مي باشد. پيامدسنجي به معناي پيش بيني و تحليل آثار و عواقب احتمالي تصميم است و بر اساس شواهد و اطلاعات دقيق و معتبر انجام مي شود و تصميم گيران را پيش از اتخاذ تصميم از پيامدهاي احتمالي آن آگاه مي كند. پيامدسنجي تصميم ها و مقررات در كشورهاي عضو سازمان همكاري هاي اقتصادي و توسعه (OECD) از سال 1974 آغاز گرديد و از سال 2008 همه اين كشورها در تصميم گيري ها و مقررات گذاري، اين رويكرد و ابزارهاي مرتبط با آن را به كار مي بندند. برخي از كشورهاي آسيايي از جمله سنگاپور، كره جنوبي، ژاپن، مصر، اندونزي و مالزي نيز از اين روش براي ارتقاي كيفيت تصميم ها و مقررات بهره مي برند. اين در حالي است كه علي رغم وجود توصيه ها و مبناي ديني و اعتقادي در فرهنگ ما، متاسفانه اين رويكرد و استفاده از آن براي بهبود كيفيت تصميم ها و مقررات در كشور جايي ندارد. مقاله حاضر با هدف معرفي پيامدسنجي تصميمات/ تدوين مقررات بعنوان ابزاري براي تصميم گيري و مقررات گذاري با كيفيت، ابتدا به ضرورت و اهميت اين مفهوم مي پردازد و پس از مروري بر چالش هاي تصميم گيري در بخش دولتي، محورهاي مهم و فرايند پيامدسنجي تصميمات/ تدوين مقررات را بيان مي كند و در انتها به آموزه هاي آن در بخش دولتي مي پردازد.

Governors and policymakers make efforts to improve the comfort, satisfaction and public trust in society, and their most important tools to achieve that, is the decisions and policies that they are making. If these decisions and policies are sudden and without thinking and regard to its consequences, it will not only help solve problems and challenges, but also become a new problem, and more cost and more resources will be used to solve them. The reasonable and wise decision is the result of assessing and evaluating its consequences. Impact Assessment means predicting and analyzing the possible consequences of a decision. Impact Assessment is done based on accurate and valid evidence and information. Impact Assessment informs decision makers about the possible consequences before making a decision. The use of Decisions and Regulatory Impact Assessment process in OECD countries began in 1974 and the use of its tools has continued since 2008. Some Asian countries, including Singapore, South Korea, Japan, Egypt, Indonesia and Malaysia also use this method to improve the quality of decisions and regulations. Unfortunately, despite the religious recommendations and beliefs in our culture, this approach is not used to improve the quality of decisions and regulations in the country. The present article aims at introducing the Impact Assessment of decisions and regulations as a tool for better decision-making, first of all, to the necessity and importance of this concept. After reviewing the decision-making challenges in the public sector, the key points and the process of Impact Assessment of decision making are expressed and finally, it deals its teachings in the public sector.
