حكمراني چابك :سياست گذاري در بستر انقلاب صنعتي چهارم

Agile Governance: Policy-Making in the Fourth Industrial Revolution Context

صرف نظر از تفاوت هاي فرهنگي، جغرافيايي و اقتصادي؛ استفاده و گسترش فن آوري هاي پيشرفته، در حال تغيير نحوه زندگي، كار و تعامل انسان ها است. دولت در چنين شرايطي مي تواند با تكيه بر كنش جمعي و گفتگومحور، رهبري مسئول و پاسخگو و با سياست گذاران معتقد به حكمراني مشاركتي، آينده مناسبي را براي شهروندان ترسيم كند. حكمراني چابك، ابزاري براي اتحاد شهروندان، سازمان ها و سياست گذاران، با هدف ايجاد مدل حكمراني عمومي نوين براي مواجهه با انقلاب صنعتي چهارم است. چنين ابزاري موجب صورت بندي سياست هاي انطباق پذير، انسان محور، جامع و پايدار مي شود. اينكه حكمراني چابك چيست و چه ويژگي هايي دارد، چه ابزارهايي مي توان براي حكمراني چابك متصور شد و چه رابطه اي بين سياست گذاري عمومي و حكمراني چابك وجود دارد، در اين مقاله پيگيري شده است. از لحاظ روشي، اين پژوهش، كيفي از نوع اسنادي تحليلي است. با توجه به اينكه چنين موضوعي در حوزه سياست گذاري عمومي به زبان فارسي مورد توجه قرار نگرفته است، اين نوشتار مي تواند نقش مهمي در بسط اين مبحث در بافتار سازمان هاي دولتي ايران ايفا كند. همچنين اين مقاله نشان داده است سازمان هاي دولتي ايران ناگزيرند به سمت حكمراني چابك حركت كنند.

Irrespective of culture, geographic or economic differences, the use and dissemination of advanced technologies is changing the way humans live, work and interact. It is only through collective and collaborative action, responsible and responsive leadership, and acceptance by policy-makers that public governance, is something that should be a shared endeavor, can states forge a positive way forward for citizens. Agile governance is a tool to help citizens, organizations and policy-makers join forces to build a new public governance model for the Fourth Industrial Revolution, one that seeks to ensure that policies are adaptive, human-centered, inclusive and sustainable. What is agile governance and what are its characteristics? What tools can be considered for agile governance, and what is the relationship between public policy and agile governance? This article has been tracked. Accordingly, the research method of this paper is analytical-documentary type. Considering that such a subject has not been considered in the field of public policy making in Persian language, this paper plays an important role in the development of this topic in the context of Iranian organizations. This article also shows that Iranian state organizations are forced to pay attention to agile governance.
