چكيده فارسي :
جامعه اسلامي، جامعه‌اي است كه افراد و نهادهاي اجتماعي آن با نظامات، آداب و قوانين خاص اسلامي به يكديگر پيوند خورده‌اند و بينش و منش، افكار و رفتارهاي خود را بر اساس معرف ديني و قوانين آن تنظيم مي‌كنند و برنامه كلي آن جامعه، تسليم شدن انسان‌ها در برابر خداوند متعال است. تحكم و ارتقاء جايگاه جامعه اسلامي و توسعه‌يافتگي آن به سمت تمدن نوين اسلامي با رويكرد بيانيه گام دوم انقلاب، مبتني بر وجود پنج مؤلفه اساسي و اثرگذار شامل؛ ثبات و امنيت، معنويت و اخلاق، توسعه اقتصاد مستقل، استقرار عدالت و مبارزه با فساد است كه «امنيت» در رأس اين اهداف عاليه جاي دارد.
در منظومه فكري مقام معظم رهبري و از ديدگاه قرآن و اسلام، «امنيت» از مهم‌ترين اهداف و ارزش‌هاي اصولي جامعه اسلامي و ﺳﻨﮓ ﺯﻳﺮﺑﻨﺎﻯ ﺣﺮﻛﺖ ﺩﺭ ﺭﺍﺳﺘﺎﻯ ﺣﻴﺎﺕ ﻃﻴﺒﻪ و پيش‌شرط ﺍﺭﺗﻘﺎﻯ ﻣﺎﺩﻯ ﻭ ﻣﻌﻨﻮﻯ، توسعه و ثبات، شكوفايي اقتصادي، برنامه‌ريزي براي استقرار عدالت و عامل مؤثر در بهبود وضعيت و ارتقاء جايگاه جامعه اسلامي است كه نقش اساسي نيروي انتظامي به‌عنوان ﻣﻈﻬﺮ حاكميت جمهوري اسلامي و ﻧﻤﺎد ﻋﺪاﻟﺖ؛ ايجاد و ثبات امنيت در جامعه اسلامي است.
اين پژوهش با توجه به ماهيت و روش انجام، توصيفي-تحليلي است و به شيوه اسنادي مبتني بر منابع معتبر علمي و اسلامي و با هدف تبيين جايگاه جامعه اسلامي در بيانيه گام دوم انقلاب و نقش ناجا در تحقق آن، مبتني بر منظومه فكري مقام معظم رهبري و آيات قرآن كريم گردآوري شده است.

A society in which individuals and social institutions are interconnected through specific Islamic systems, customs, and laws, and regulate their insights, character, thoughts, and behaviors based on their religious identity and laws, and the general schedule of that society is the submission of human beings to God Almighty is called an Islamic society. Strengthening and promoting the position of Islamic society and its development towards a new Islamic civilization with the approach to the statement of the second step of the revolution is based on the existence of five basic and effective components, including Stability and security, spirituality and ethics, the development of an independent economy, the establishment of justice and the fight against corruption, of which security is the major objective. In the intellectual system of the Supreme Leader and from the perspective of the Qur'an and Islam, "security" is one of the most important goals and fundamental values as well as the pillars of the Islamic society and the underpinning of the movement towards and precondition for spiritual and material development and stability, economic prosperity, making plans for the establishment of justice and an effective factor in improving the situation and promoting the position of the Islamic society, which is the main role of the police force as the symbol of the sovereignty of the Islamic Republic. Due to the nature and method of this research, it is descriptive-analytical and based on documentary methods and on the basis of valid scientific and Islamic sources and with the aim of explaining the position of Islamic society in the statement of the second step of the revolution and the role of NAJA in its realization, based on the intellectual system of Leadership and verses of the Holy Quran have been collected.
