بررسي اثر بخشي شيوه‌هاي اعمال قانون بر اصلاح رفتار رانندگي شهروندان ( مورد مطالعه راه‌هاي برون شهري استان سمنان )

علت اصلي بسياري از تصادفات ترافيكي، عامل انساني و تخطي از قوانين و مقررات است . انسان به شيوه‌هاي مختلفي در تصادفات نقش دارد كه يكي از مهم ترين و شناخته شده ترين آنها، عدم رعايت مقررات ترافيكي و به عبارت ديگر، فاصله زياد رفتار وي با رفتار مطلوب در سيستم ترافيك است؛ كنترل و نظارت بر رفتار ترافيكي رانندگان از بزرگترين دغدغه مسئولين حمل ونقل بوده كه آمار بالاي تخلفات و منجر شدن آن به تصادفات بيانگر آن بوده كه هنوز اين امر حاصل نگرديده است. در حال حاضر نحوه كنترل عملكرد رانندگان به دو روش دستي و حضوري و همچنين الكترونيكي و غير حضوري مي باشد كه اين پژوهش با هدف بررسي ميزان اثر بخشي شيوه هاي اعمال قانون مزبور بر اصلاح رفتار رانندگي شهروندان در راه هاي برون شهري استان سمنان انتخاب شده و مورد بررسي قرار گرفته است . اين تحقيق با دنبال كردن اهداف كاربردي بر اساس مطالعات كمي پايه گذاري شده و از لحاظ توصيفي و تحليلي حائز اهميت است. آمار مورد استفاده در اين تحقيق، اعمال قانون تخلفات رصد شده توسط دوربين هاي كنترل سرعت منصوب در جاده هاي استان سمنان در سال 1395 و مقايسه با مدت مشابه در سال 1394 و نظرسنجي پرسشنامه‌اي از رانندگان ناوگان عمومي مسافربري برون شهري و افسران اخطاريه نويس پاسگاه‌هاي پليس راه استان مي باشد. بررسي شيوه اعمال قانون رانندگان نمونه مورد مطالعه حاكي از آن است كه حدود 43 درصد رانندگان به هر دو شيوه دستي و الكترونيكي جريمه شده اند و 36.5 درصد به شيوه دستي و تنها 7.5 درصد به شيوه الكترونيكي كه نشان مي دهد بخش كوچكي از اعمال قانون به شيوه غير حضوري است كه نتايج حاصل از انجام اين پژوهش بر اساس ميانگين رتبه اي محاسبه شده در مورد تفاوت تأثير شيوه هاي دستي و الكترونيكي اعمال قانون و تأثير آن بر رفتار رانندگان حاكي از آن است كه، شيوه الكترونيكي هم از نظر اخطاريه نويسان پليس راه و هم از نظر رانندگان ناوگان عمومي مسافربري تأثير بيشتري بر تغيير رفتار رانندگان دارد.
