لزوم به‌ كارگيري پدافند غير عامل در مناطق استراتژيك شهري

The need to use non-operational defense in urban strategic areas

با توجه به اهميت موضوع پدافند غيرعامل، نبود رويكرد مشـخص راهبـردي در مورد پدافند غيرعامل در تركيب با مؤلفه‌هاي دينـي و معنـوي و الگـوي دفـاعي و امنيتي سبب بروز ابهام‌هايي در فهم اصول پايه‌اي دفاع غيرعامل شده و اتلاف منـابع را به همراه خواهد داشت. نتايج و تجربيات حاصل از جنگ‌هاي اخيـر در منطقـه و ساير نقاط جهان نشان داده اسـت كـه عـدم توجـه بـه پدافنـد غيرعامـل، تلفـات و ضايعات جبران ناپذيري را بر جاي خواهد گذاشت. اينكه چه رويكـرد و يـا راهبـرد اساسي در اين زمينه وجود دارد، چالش عيني براي صـاحب نظران عرصـه دفـاع غيـر عامل است. در اين راستا تمهيدات طراحانه در معماري ساختمان‌هاي عمومي به ويژه مناطق استراتژيك براي حفظ پايداري و حيات و تداوم فعاليت‌هاي خود در شرايط بحران ملزم به رعايت معيارهايي خاص مي‌باشند. هدف اين مقاله تعيين رويكرد مناسب در خصوص به‌كارگيري پدافند غير عامل در مناطق استراتژيك شهري است؛ اين پژوهش با روش تحليلي ترويجي - توصيفي و مطالعات مكتوب، كتابخانه‌اي، اينترنت و جمع آوري اطلاعات و به دنبال آن بررسي‌هاي ميداني به كمك روش‌هاي ساده سازي اطلاعات ارائه شده در پـي الزام به‌كارگيري پدافند غير عامل در مناطق استراتژيك شهري مي‌باشد.

Given the importance of the issue of passive defense, the lack of a robust strategic approach to passive defense combined with religious and spiritual components and the defense and security model will cause ambiguities in understanding the underlying principles of inertial defense and waste of resources. The results and experiences of the recent wars in the region and elsewhere in the world have shown that lack of attention to passive defense will leave irreparable casualties and losses. What a fundamental approach or strategy is there is an objective challenge for adversaries in the field of defective defense. In this regard, designing measures in the architecture of public buildings, especially the strategic areas, are required to meet certain criteria in order to maintain their sustainability and sustain their activities in crisis situations. The purpose of this paper is to determine the appropriate approach to the use of non-operational defense in urban strategic areas; this research is based on descriptive-analytic, written, library, Internet and data studies, followed by field surveys using simple methods. The information provided is based on the requirement for the use of non-operational defense in urban strategic areas.
