بررسي ميزان اثربخشي اقدامات اجتماعي پليس در افزايش سرمايه اجتماعي (مطالعه موردي: فرماندهي انتظامي استان قزوين)

Investigation of productivity extent of police social actions in intensification of social capital (case study: police command of Qazvin province)

نيروي انتظامي در دستيابي به آرمان هاى خود و برقراري نظم و آرامش نيازمند حمايت هاى مردمي است. اين سازمان بدون جلب مشاركت و حمايت مردمي قادر نخواهد بود در مبارزه با منكرات و فساد اجتماعي، كشف جرايم و ... به گونه اي كارا و اثربخش عمل نمايد. با توجه به اينكه نيروي انتظامي يك سازمان پويا و اجتماعي است و مهم ترين وظيفه آن برقراري نظم و امنيت و تأمين آسايش عمومي و فردي در جامعه است، آگاهي از وضعيت سرمايه اجتماعي فرماندهي نيروي انتظامي، يكي از الزامات براي طراحي چشم انداز توسعه بلند مدت و ميان مدت و هم چنين برنامه ريزي سازماني مي باشد. لذا در اين پژوهش به دنبال پاسخگويي به اين پرسش هستيم كه اقدامات اجتماعي پليس چه تاثيري بر سرمايه اجتماعي فرماندهي انتظامي استان قزوين دارد. روش اين تحقيق با توجه به ماهيت و كيفيت سؤالات پژوهشي، از منظر هدف از نوع «كاربردي- توسعه‌اي» است و با رويكرد اكتشافي است. جامعه آماري در فرايند تحقيق كليه مردم ساكن در شهر قزوين مي‌باشد، حجم نمونۀ 80 نفري (براساس كفايت داده ها) از بين اقشار مختلف مردم و با روش نمونه گيري تصادفي ساده ، انتخاب گرديد . پرسشنامه محقق ساخته است و آلفاي كرونباخ متغير سرمايه اجتماعي 0/953 مي باشد. باتوجه به نتايج به دست آمده مشخص شد كه اقدامات اجتماعي نيروي انتظامي بر هر 5عامل مورد بررسي(اهتمام عمومي به پيشگيري از وقوع جرم - سرمايه اجتماعي –مشاركت اجتماعي شهروندان - اعتماد اجتماعي شهروندان و تعهد شهروندان در قبال امنيت اجتماعي .) تاثيرگذار بوده است.

constabulary needs public supports to achieve its targets for establishing of order and security in society . this organization would not be able to prevent crimes and corruptions efficiently without support of community . by regard the fact that police force is a dynamic and social oriented organization ,and its major mission is to provide order and security for all members of people in society , therefore awareness of social capital condition of police command of Qazvin is essential for development perspective planning of long term , midterm and also organization schedules. In present paper we are going to respond this question that social activities of police has influence on social capital of police command in Qazvin province . base on nature and quality of research questions, from target poient of view ,this paper is applied –developmental by discovery approach. Statistical community of this research is all people of Qazvin city. Sample volume is 80 people there were chosen among different layers of society by simple random sample method. The questionnaire is researcher made and choronbakh aipha of social capital is 0.953 and visibility of social assistant activities is 0.957 . the factors which have the most visibility are respectively :personal attendance among people , in religious ceremony ,implementation of multiple plans for police week, performance of cultural plans in different ceremony.
