برنامه‌ريزي فضاهاي شهري براي تأمين نيازهاي معلولان و جانبازان نمونة پژوهش: منطقة دو شهري كرمان

يكي از مهمترين مشكلات فضاهاي شهري كشور، نامناسب بودن فضاهاي آنها در ارتباط با اشخاص معلول مي باشد. از اين‌ رو هدف اين پژوهش، برنامه ريزي فضاهاي شهري جهت تامين نيازهاي معلولين و جانبازان در منطقه دو شهري كرمان مي‌باشد. در فضاهاي شهري كرمان نيز همانند بسياري از شهرهاي كشور مشكلاتي وجود دارد كه مانع از حضور و عبور معلولين اين فضاها مي‌شود. روش انجام اين پژوهش توصيفي- تحليلي بوده كه اطلاعات آن از طريق مطالعات كتابخانه‌اي و از طريق مشاهده وضع موجود در محدوده موردمطالعه و تكميل پرسشنامه صورت گرفته است و جهت تجزيه و تحليل داده‌ها از نرم افزار آماري SPSS و مدل‌هاي SWOT و‌ AHP بهره برده شده است. از نرم افزار GIS در تهيه و توليد نقشه ها استفاده شده نتايج حاصل از مدل AHP نشان مي‌دهد كه معيار مديريتي با وزن نسبي 441/0 در رتبه اول و بيشترين تاثير را در برنامه‌ريزي و مناسب‌سازي فضاهاي شهري جهت تامين نيازهاي معلولين دارد و نتايج حاصل از آزمون T تك نمونه‌اي نشان مي‌دهد كه محور پياده جمهوري و پارك مادر شهر كرمان وضعيتي قابل قبولي ندارند و مجتمع تجاري پزشكي شفا وضعيتي قابل قبولي در رابطه با حضور معلولين دارد و همچنين در شاخص‌هاي كالبدي، مديريتي، اقتصادي و اجتماعي وضعيت قابل قبولي ديده نمي‌شود و نتايج حاصل از مدل SWOT نشان مي‌دهد كه بادر نظر گرفتن ماتريس داخلي و خارجي جايگاه وضعيت برنامه‌ريزي در محدوده شماره IV قرار مي‌گيرد. بنابراين راهبرد برنامه‌ريزي راهبرد تدافعي است و ضرورت دارد اقدام مؤثري در مناسب‌سازي فضاهاي شهري براي جانبازان و معلولين صورت گيرد.

The aim of this study is urban spaces planning for supply of disabled needs and devotees in the Kerman District 2.. The method of this research is Descriptive-Analytic and the information is provided through library studies through the observation of the status quo in the range of study and the questionnaire completion. To analyze the data is used SPSS software and GIS software for produce maps and for data analysis, are used the SWOT and AHP models. The results of the AHP model show that The management criterion is ranked first with relative weight of 0.441 and this section has the greatest impact on the planning and adaptation of urban spaces to meet the needs of the disabled and The results of the Single-Sample T test illustrate that Jomhuri Eslami pedestrian pathway and Mather park don’t have acceptable status In terms of statistical society and this areas don’t have desirable level In terms of suitability for the presence of the disabled and Shafa commercial medical center somewhat has acceptable status in terms of statistical society and desirable level in relation to the presence of the disabled too furthermore significance level In physical indicators managerial, economic and social don’t have acceptable status in terms of statistical society and do not have a desirable level of fitness for the presence of the disabled. The results of the SWOT model is in the place IV according to the internal and external matrix of planning situation and suitability of studied urban spaces for supply of disabled needs. Therefore the defensive strategy must has to be used to plan and adapt urban spaces studied to meet the needs of disabled people.
