چكيده فارسي :
اميرالمؤمنين، علي (ع)، يكي از اهداف رفيع تشكيل حكومت اسلامي را تأمين و برقراري امنيت در جامعه مي‌داند. البته همۀ اقسام آن را مدنظر دارد. حتي اجتماع سالم محال است بدون امنيت دوام پيدا نمايد. در اين ميان آنچه خود را از همه بيشتر در برقراري و حفظ امنيت نشان مي‌دهد، متوليان امر هستند و مي‌توان گفت پليس (البته به معناي عام) قشري است كه نقش اساسي و مهمي را در برقراري و حفظ و نگهداري امنيت ايفا مي‌كند و بر همين اساس راه‌هايي را بايد در پيش بگيرد كه بتواند به اين هدف مهم دست يابد. در نگاه مقام معظم رهبري (مدظله‌العالي)، امنيت مسئلۀ اساسي و مهمي است و آن را حتي از اوليه‌ترين نيازهاي آدمي مهم‌تر مي‌دانند و در نگاه ايشان كشور براي رسيدن به توسعه و افتخار، نيازمند امنيت است.
همچنين ايشان به عدالت در امنيت معتقدند و امنيت را متعلق به همه مي‌دانند. در اين تحقيق، نويسنده سعي نموده است با مراجعه به افكار و انديشه‌هاي رهبر معظم انقلاب اسلامي، حضرت امام خامنه‌اي، (مدظله‌العالي) و نگاه خاص و ويژه به جوانان، جايگاه و نقش نيروي انتظامي را در تحقق جامعۀ اسلامي در بيانيۀ گام دوم انقلاب و رسيدن به آرمان‌هاي آن به بحث بگذارد و اين تحقيق به روش تبييني ـ تحليلي و با بهره‌گيري از منابع كتابخانه‌اي و فضاى مجازى (اينترنت) انجام‌شده است. در انديشۀ امام خامنه‌اي (مدظله‌العالي)، امنيت مهم‌ترين نياز كشور و همۀ جوامع بشري بوده و نيروي انتظامي مهم‌ترين توليدكنندگان اقتدار و امنيت ملي هستند. از سوي ديگر، نيروي انتظامي، وظايف جداگانه‌اي در نظام اسلامي دارند كه به قوام و دوام جامعۀ اسلامي و تحقق آرمان‌هاي آن كمك مي‌كند كه ازجمله آن‌ها مي‌توان به مقابله با تهديدات داخلي و خارجي، استقرار نظم و قانون، امر به معروف و نهي از منكر، تحقق جامعۀ اسلامي الگو و كشور الگو اشاره كرد.

The Commander of the Faithful, Ali (AS), considers one of the lofty goals of the formation of an Islamic government to be to ensure security in society. Of course, it takes into account all sorts of things. Even a healthy society is impossible to survive without security. In the meantime, what is most evident in the establishment and maintenance of security are those in charge, and it can be said that the police (in the general sense, of course) is the class that plays a fundamental and important role in establishing and maintaining security. It must lay the groundwork for ways to achieve this important goal. In the eyes of the Supreme Leader, security is a fundamental and important issue, and it is considered even more important than the most basic human needs, and in his view, the country needs security to achieve development and pride. He also believes in justice in security and considers security to belong to everyone. In this research, the author has tried to refer to the thoughts and ideas of the Supreme Leader of the Islamic Revolution, Imam Khamenei, and the special and special view of the youth, the role and role of law enforcement in the realization of Islamic society in the second step of the revolution and Achieve its ideals, and this research has been done in an explanatory-analytical way, using the resources of the library and cyberspace. In Imam Khamenei's thought, security is the most important need of the country and all human societies, and the police are the most important producers of national authority and security. On the other hand, the law enforcement force has separate duties in the Islamic system that help the stability and permanence of the Islamic society and the realization of its ideals, among which can be confronted with internal and external threats, establishing law and order, enjoining the good and forbidding the evil. The Islamic Society pointed to the model and the country as the model.
