چكيده فارسي :
از اساسي‌ترين و مهم‌ترين نياز افراد هر جامعه، احساس امنيت است. اين مسئله براي تمامي افراد يك كشور، به‌ويژه براي شهرهاي مرزي آن داراي اهميت بسياري است. زندگي در شهرهاي مرزي به دليل قرار گرفتن در موقعيت استراتژيك، داراي تفاوت بسيار زيادي با ساير شهرها و نيازمند توجه بيشتر نسبت به ساير نقاط است. اين مناطق به دليل همسايگي با كشورهاي مجاور داراي فرهنگ بسيار نزديكي با كشورهاي هم‌جوار خود هستند چرا كه رفت‌وآمدهاي بين آنان برقرار است. مناطق مرزي كشور ما به دليل كمبود امكانات از محروم‌ترين نقاط كشور است و انجام بررسي‌ها مشخص كرده كه انجام كارهاي غيرقانوني همچون قاچاق كالا برگرفته از امكانات است.
امنيت مرزي به معناي جلوگيري از هرگونه اعمال خلاف قانون است كه در طول مرزهاي يك كشور و قانوني كردن تردد اشخاص و حمل‌ونقل كالا و حيوانات اهلي با رعايت ضوابط قانوني، از طريق دروازه‌هاي مجاز مرزي صورت مي‌گيرد. امنيت مرزها، پشتوانه‌اي محكم براي امنيت با ابعاد متنوعش در داخل كشور است و هرگونه ناامني در مرز قادر است در دستگاه‌هاي اقتصادي، فرهنگي، سياسي، اجتماعي و نظامي داخل كشور اخلال ايجاد كند. منطق ژئوپليتيكي مرز حكم مي‌كند كه حفاظت، حراست و پاسداري از مرزهاي كشور به عنوان يك ارزش اساسي در راستاي اعمال حق حاكميت ملي، استقلال سياسي و تماميت ارضي در كانون سياست‌گذاري و سياست راهبردي قرار گيرد.
وجود كانون‌هاي ناامن‌ساز و ضد امنيتي در درازاي مرزهاي ايران با همسايگانش، نگراني‌هايي براي مرزنشينان، دولت مركزي و مردم كشور به وجود مي‌آورد. با اين پيش‌زمينه مي‌بايست تدابير و تمهيداتي را در مرز شرق كشور بالأخص خراسان جنوبي كه مورد مطالعاتي اين پژوهش است، مطرح كرده و به بررسي آن‌ها بپردازيم. روش تحقيق در اين پژوهش روش توصيفي- تحليلي و استفاده از منابع اسنادي و كتابخانه‌اي و كمك از منابع اينترنتي است. اين مقاله بر آن است تا ويژگي‌هاي امنيتي مرز و رابطه آن با پيشرفت كشور در تمامي ابعاد را موردبررسي و تجزيه‌وتحليل قرار دهد و در پايان نسبت به شناسايي مشكلات امنيتي مرز و راهكارها و پيشنهاد‌ها، در خصوص از بين بردن اين مشكلات يا كم‌تر شدن آن، جهت پيشرفت كشور بپردازد.

One of the most basic and important needs of the people of any society is the feeling of security. This issue is very important for all people in a country, especially for its border cities. Living in border cities, due to its strategic location, is very different from other cities and requires more attention than other places. Due to their proximity to neighboring countries, these areas have a very close culture with their neighboring countries, because there are exchanges between them. The border areas of our country are one of the most deprived parts of the country due to the lack of facilities, and studies have shown that illegal activities such as smuggling of goods are taken from the facilities. Border security means preventing any illegal acts that take place along the borders of a country and legalizing the movement of people and the movement of goods and domestic animals in accordance with legal regulations, through authorized border gates. Border security is a strong support for security with its various dimensions inside the country, and any border insecurity can disrupt the economic, cultural, political, social and military systems inside the country. The geopolitical logic of the border dictates that the protection, preservation and protection of the country's borders as a fundamental value in the exercise of national sovereignty, political independence and territorial integrity be at the heart of policy-making and strategic policy. The existence of insecure and anti-security centers along Iran's borders with its neighbors raises concerns for border residents, the central government and the people of the country. With this background, we must propose measures and arrangements in the eastern border of the country, especially South Khorasan, which is the subject of this study, and examine them. Research method in this research is a descriptive-analytical method and the use of documentary and library resources and help from Internet sources. This article intends to examine and analyze the security features of the border and its relationship with the development of the country in all dimensions, and finally to identify border security problems and solutions and suggestions to eliminate these problems or reduce it. To pay for the progress of the country.
