Institutional analysis of the formation of the innovation ecosystem in free trade and industrial zones

مناطق آزاد تجاري و صنعتي يكي از استراتژي‌هاي نسبتا موفق توسعه فناوري و رشد فعاليت‌هاي نوآورانه به منظور دستيابي به رشد اقتصادي سرزمين اصلي در بسياري از كشورهاي دنيا بوده است. بررسي‌هاي مختلف نشان مي‌دهد كه شكل‌گيري اكوسيستم نوآوري در اين مناطق به دليل داشتن نهادهايي از قبيل قوانين حمايتي، دسترسي راحت‌تر به شبكه بازيگران بين‌المللي، زيرساخت‌هاي مجهز، و فضاي مناسب كسب و كار به راحتي قابل انجام است. تجربيات جهاني نيز مويد اين نكته است كه بسياري از دولت‌ها با شكل‌دهي اكوسيستم خلق ارزش ناشي از انجام فعاليت‌هاي نوآورانه در اين مناطق، به توسعه فناوري و در نتيجه رشد اقتصادي در سرزمين اصلي كمك كرده‌اند. در ايران نيز علي‌رغم سابقه بيش از نيم قرن در حوزه تاسيس و مديريت مناطق آزاد تجاري و صنعتي، اما متاسفانه نه تنها اكوسيستم نوآوري در اين مناطق در شكل نگرفته بلكه ماموريت‌هاي ابتدايي اين مناطق نيز مانند صادرات مجدد و جذب سرمايه‌گذاري مستقيم خارجي نيز مورد بي توجهي قرار گرفته است. مطالعات انجام شده در ميان مناطق آزاد تجاري و صنعتي ايران و درس‌هاي آموخته شده از تجارب موفق جهاني در اين زمينه، نشان‌دهنده اين امر است كه براي شكل‌گيري اكوسيستم نوآوري در مناطق آزاد تجاري و صنعتي در راستاي انجام فعاليت‌هاي نوآورانه، توسعه فناوري، رشد اقتصادي و در نتيجه اثرگذاري بر اقتصاد سرزمين اصلي، نياز به ايجاد نهادهاي جديد و يا اصلاح و حذف نهادهاي فعلي مي‌باشد. اين پژوهش به دنبال ارائه الگوي نهادي شكل‌گيري اكوسيستم نوآوري در مناطق آزاد تجاري و صنعتي ايران مي‌باشد.

Free trade and industrial zones have been one of the relatively successful strategies for technology development in order to achieve mainland economic growth in many countries around the world. Various studies show that the formation of innovation ecosystems in these areas due to having institutions such as protection laws, easier access to the network of international actors, well-equipped infrastructure, and a suitable business environment is easy. Global experience also confirms that many governments have contributed to the development of technology and, consequently, to economic growth in the mainland by shaping the ecosystem of value creation resulting from innovative activities in these areas. In Iran, despite the history of more than half a century in the field of establishment and management of free trade and industrial zones, but unfortunately not only the innovation ecosystem has not been formed in these zones, but also the basic missions of these zones such as re-export and attract investment Foreign direct has also been neglected. Studies conducted among the free trade and industrial zones of Iran and lessons learned from successful global experiences in this field indicate that to form an innovation ecosystem in the free trade and industrial zones in order to carry out activities Innovative, technological development, economic growth and thus impact on the mainland economy, the need to create new institutions or modify and eliminate existing institutions. This study seeks to provide an institutional model for the formation of the innovation ecosystem in the free trade and industrial zones of Iran.
