Prioritizing TOD Indices Using analytic hierarchy process for the case of Tehran Metropolis

در كلانشهر تهران در سالهاي اخير، شهر با رشد فزايندهاي در تصرف اتومبيل شخصي قرارگرفته و گرايش مردم به استفاده از وسيله نقليه شخصي افزايش يافته است. ليكن اين وظيفه مديران شهري، كارشناسان و تصميم سازان است كه شهرها و محلات را به گونه اي طراحي نمايند كه استفاده از سيستم حمل ونقل عمومي چنان گزينه مطمين و قابل اعتمادي باشد كه شهروندان را به كمتر راندن اتومبيل هاي شخصي و استفاده از سيستم حمل ونقل همگاني تشويق نمايد. يكي از ساسيتها و راهكارهاي موثر در كاهش تراكم ترافيك استفاده از سيستم حمل و نقلي و توسعه مبتني بر حمل و نقل همگاني (TOD) است. مطابق با ادبيات TOD داراي دو بعد اصلي حمل و نقلي و شهرسازي است كه با توجه به وضعيت كنوني شهر تهران به نظر ميرسد نقش حمل ونقلي TOD مهمتر از نقش شهرسازي در تهران است. در اين تحقيق براي نمونه موردي شهر تهران شاخص هاي TOD استخراج و اولويت بندي مي شوند. در اين راستا اقدام به طراحي پرسشنامه و پرسشگري از چهل نفر از متخصصين شهري شد و شاخص هاي TOD با استفاده از روش تصميم سلسله مراتبي وزن دهي شد. نتايج نشان مي دهد كه شاخص هاي دسترسي وقابليت دسترسي، قابليت دوچرخه سواري وپياده روي، سيستم حمل ونقل همگاني كاربر دوست، وجود پاركينگ در ايستگاه، ظرفيت استفاده از حمل ونقل همگاني، توسعه اقتصادي، چگالي و اختلاط كاربري به ترتيب در اولويت قرار گرفتند كه نقش شاخص هاي حمل و نقلي پررنگتر است. نتايج تحقيق مي تواند يك راهنما براي مديران شهري در جهت شناسايي و اتخاذ اقدامات مناسب براي توسعه TOD باشد.

In the metropolis of Tehran in recent years, the city has been increasingly occupied with personal cars and the tendency of people to use personal vehicles has increased. But it is the task of city managers, experts, and decision makers to design cities and neighborhoods so that the use of public transport is such a reliable and reliable option that citizens are less likely to drive their own cars and use the transportation system. To encourage the public. One of the most effective solutions to reduce traffic congestion is the use of public transportation and TOD. According to TOD literature, there are two main aspects of transportation and urban planning which, considering the current situation in Tehran, it seems that the role of TOD transportation is more important than the role of urban planning in Tehran. In this study, TOD indices are extracted and prioritized for the Tehran sample. In this regard, questionnaires and questionnaires were designed by forty urban experts and TOD indices were weighted using hierarchical decision method. The results show that accessibility and accessibility indices, cycling and walking capability, user-friendly public transportation system, parking at the station, public transport capacity utilization, economic development, density and user mixing are respectively priorities. They found that the role of transport indicators is more pronounced. The results of the research can be a guide for urban managers in identifying and adopting appropriate measures for TOD development.
