بيانيه گام دوم دربردارنده مجموعه ­اي از راهبردهاي سياسي، اقتصادي و اجتماعي در جهت مقابله با نظم سوم سلطه است. تهديدات و فرصت­ هاي پيش روي جمهوري اسلامي ايران در اين بيانيه كه به مناسبت چهلمين سالگرد پيروزي انقلاب اسلامي صادر شد به صورت مبسوط بيان شده است. تهديدات نرم افزاري كه ويژگي محوري تهديدات در دوره سوم نظم سلطه را تشكيل مي­ دهد در اين بيانيه مطرح شده است. سوال پژوهشي مطرح شده در مقاله حاضر اين است كه تهديدات نرم افزاري در بيانه گام دوم انقلاب چيست و چگونه تبيين مي­ شوند؟ در پاسخ به سوال فوق فرضيه پژوهشي ذيل مطرح مي­ شود كه تهديدات نرم افزاري ذكر شده در بيانيه گام دوم انقلاب در قالب دوره سوم سلطه ­گري غرب يعني دوره استعمار فرانو قرار مي­ گيرد و شامل نفوذگذاري سياسي، اقتصادي و اجتماعي در جهت ممانعت از پيش برد اهداف كلان انقلاب اسلامي است.
