بيانيه يك چشم انداز است كه به آينده نگاه مي‌كند و تصويري ذهني از آينده ايده‌آل جامعه و آرزوهايي را كه جامعه دوست دارد به آنها دست يابد خلق مي‌كند. باتوجه به اينكه انقلاب اسلامي تولدچهل سالگي خود را جشن گرفت. رهبرمعظم انقلاب بيانيه گام دوم انقلاب اسلامي را در حوزه توصيف انقلاب، ثمره‌ي انقلاب وماموريت آينده انقلاب راخطاب به جامعه بيان كردند. بنابراين بيانيه گام دوم، نقشه‌ي راه روشني مبتني بر اميد واقع بينانه و خوش بيني مومنانه است كه در پي انتقال هوشمندانه ميراث عظيم انقلاب به نسل جديد در كنار وظيفه سازي براي مسئولان و مديران و مسئوليت آفريني براي جوانان عزيز، رشيد و شايسته تلاش مي‌كند تا اين حركت عظيم الهي را به تمدن نوين اسلامي و آمادگي براي ظهور دولت كريمه و ولايت عظماي مهدوي (عج)، متصل كند. سؤال تحقيق: اجراي عملي بيانيه گام دوم انقلاب به چه الزامات و راهكارهاي وابسطه است؟ فرضيه تحقيق:اجراي بيانيه گام دوم انقلاب نيازبه الزامات و راهكارهايي دارد اما الزامات اجرايي بيانيه درچندحوزه معرفت شناسي، هستي شناسي، غايت شناسي و انسان شناسي مي باشد و راهكارهاي اجرايي بيانيه عبارتند از سلامت اعتقادي، مديريت جهادي، نهادسازي بيانيه، اجراي عدالت، جوان گرايي، اعتمادبه خود. روش تحليل:توصيفي تحليلي و روش گرداوري كتابخانه اي مي باشد.
