منظر شهري تاريخي؛ مفهوم- رويكرد قرن بيست‌ويكمي گفتمان حفاظت

بيش از يك دهه است كه مفهوم-رويكرد منظر شهري‌ تاريخي در پي شدت‌يافتن ضرباهنگ «تغيير» در شهرها و بروز آسيب‌ها و معضلاتي جدي در شهرهاي تاريخي، از سوي نهادهاي بين‌المللي مطرح و در اسناد مرجع گفتمان حفاظت منعكس شده است؛ مفهوم-رويكردي كه با تصديق «ماهيت پويا و در حال تغيير شهرها» و تأكيد بر لزوم «مديريت تغيير»، دريچه‌اي نو در مواجهه با چالش‌ها و پيچيدگي‌هاي مديريت و حفاظت از شهرهاي تاريخي گشوده است. با اين حال در ايران با وجود شهرهاي تاريخي متعدد با بافت‌هاي ارزشمند، توجه شاياني به اين مفهوم-رويكرد، به‌ويژه در ساحت عمل و در هدايت سياست‌ها و طراحي چارچوب‌هاي مديريتي يكپارچه و فراگير نشده است. بر اين اساس، مقاله حاضر با رجوع به منابع و اسناد مرتبط، علاوه بر تبيين و تشريح مفهوم-رويكرد منظر شهري‌ تاريخي و اصول كليدي آن، با تحليل توصيه‌نامه 2011 يونسكو، فرايندي را به‌منظور شناسايي، ارزيابي، حفاظت و مديريت منظرهاي ‌شهري ‌تاريخي معرفي كرده است. اين فرايند با توجه به مشكلات كنوني در مديريت شهرهاي تاريخي ايران، از جمله تقابل حفاظت و توسعه در سطوح مختلف مي‌تواند در هدايت ذات پوياي شهر در مسير حفظ و تداوم منظر شهري‌ تاريخي مؤثر باشد؛ فرايندي كه با نگاهي جامع، همه منابع و ارزش‌هاي موجود را در نظر مي‌گيرد و با تأكيد بر برنامه‌ريزي مشاركتي زمينه شراكت و مديريت از سطوح محلي تا كلان را مهيا مي‌كند. همچنين آسيب‌پذيري هريك از ارزش‌هاي ميراثي را با مداقه بر تغيير و تحولات در كل شهر مدنظر قرار مي‌دهد و درنهايت اقدامات مورد نياز را با توجه توأمان به دو امر حفاظت و توسعه اولويت‌بندي مي‌كند.

Nowadays, the rhythm of "change" in cities has been intensified and the serious challenges and problems in historic cities have become more and more. Responding to this situation, the Historic Urban Landscape (HUL) approach has been proposed by international institutions which is reflected in the reference documents of Conservation discourse. HUL by acknowledging the "dynamic and changing nature of cities" and emphasizing the need for "change management", sheds light on facing the challenges and complexities of managing and conservation of historic cities. Despite the numerous historic cities with valuable contexts in Iran, this approach has not been well considered, especially in policy making, practice and designing integrated management frameworks. Therefore, the present article intends to explain the concept-approach of the HUL and its key principles, and introduce a process to identify, evaluate, conserve and manage historic urban landscapes based on analyzing the UNESCO Recommendation that was published in 2011. According to the current problems in the management of historical cities in Iran, (e.g., the conflict between conservation and development at different levels), proposed process can be effective in guiding the dynamic nature of the cities and conserve of HUL continuity.
