قابليت‌‌هاي سازماني براي ارتقاي توسعه پايدار در سازمان‌هاي طرح‌محور صنعت نفت و گاز ايران

Organizational Capabilities to Promote Sustainable Development in Project-Based Organizations of Iran's Oil and Gas Industry

هدف به زعم صاحب نظران، يكي از راهكارهاي تحقق اهداف توسعه پايدار در طرح ها، بهبود قابليت هاي سازماني مرتبط با ابعاد سه گانه توسعه پايدار در سازمان هاي طرح محور است. از اين رو هدف پژوهش حاضر شناسايي قابليت هاي سازماني توسعه پايدار در سازمان هاي طرح محور نفت و گاز در ايران است. روش به منظور بررسي عميق قابليت هاي توسعه پايدار در بستر سازمان هاي نفت و گاز ايران، استراتژي مطالعه موردي در هشت سازمان نفت و گاز ايران استفاده شد. براي گردآوري اطلاعات سازمان ها، 23 فرد مطلع انتخاب و مورد مصاحبه واقع شدند، به اين ترتيب كه باتوجه به فهرست قابليت هاي استخراج شده از ادبيات و تهيه ماتريس تعريف قابليت ها، از مصاحبه شوندگان خواسته شد تا قابليت هايي كه در سازمان هاي طرح محور نفت و گاز ايران درزمينه توسعه پايدار موجود است، تشريح كنند. داده هاي حاصل از مصاحبه با روش تحليل محتوي كيفي قياسي، حول مفاهيم شكل گرفته از ادبيات، كدگذاري شدند. يافته ها: در پژوهش حاضر قابليت هاي توسعه پايدار در سازمان هاي طرح محور حوزه نفت و گاز در هشت دسته عامل اصلي مشتمل بر فرايندي، ساختاري، فناورانه، فرهنگي، دانشي، انساني، سياسي و مالي شناسايي شدند و وضعيت نسبي اين قابليت ها در سازمان هاي نفت و گاز ايراني بررسي شد. دانش افزايي پژوهش حاضر از اين بعد موردتوجه است كه قابليت ها با توجه بستر خاص سازمان هاي نفت و گاز ايراني شناسايي شدند، ازسوي ديگر قابليت هاي سازماني در هر سه حوزه زيست محيطي، اجتماعي و اقتصادي به صورت هم زمان بررسي قرار شده اند.

Aim: According to experts, one of the ways to improve sustainable development in projects is to improve organizational capabilities related to the three dimensions of sustainable development in project-based organizations. The purpose of this study is to identify and assess the status of organizational capabilities for sustainable development in oil and gas project-based organizations in Iran. Method: In order to in-depth study of sustainable development capabilities in context of Iranian oil and gas organizations, the case study strategy was used in eight Iranian oil and gas organizations. In order to collect information, 23 informants were selected and interviewed. According to the list of capabilities extracted from the literature and the preparation of a capability definition matrix, the interviewees were asked to describe the capabilities that exist in Iranian oil and gas project-based organizations in the field of sustainable development. The data obtained from the interview were coded by deductive qualitative content analysis. Results: In the present study, the capabilities of sustainable development in oil and gas project-oriented organizations were identified in seven main categories of factors including process, structural, technological, cultural, knowledge, human, political and financial, and the relative status of these capabilities in Iranian oil and gas organizations was examined. The contribution of the present study is due to the fact that the capabilities were identified according to the specific context of Iranian oil and gas organizations, on the other hand, organizational capabilities in all three areas of environmental, social and economic at the same time have been examined.
