چكيده فارسي :
نوآوري يك فرآيند وابسته به جغرافيا و منطقه است كه در آن توانمندي هاي محلي چون منابع، نهادها، ارزش هاي عمومي و فرهنگي، محرك هاي اصلي هستند. تعاملات ميان بخش هاي مختلف منطقه ازجمله بخش هاي فني، تجاري، قانوني، اجتماعي و مالي به توسعه، محافظت، تامين مالي يا قانون گذاري در حوزه نوآوري و فناوري كمك مي كنند. وابستگي نوآوري به ويژگي هاي مناطق، امكان ارايه يك مدل واحد براي توسعه نوآوري در مناطق را غيرممكن ساخته است و درواقع، مجموعه متنوعي از توانمندي ها، ابزارها و ويژگي هاي نهادي براي توسعه و مديريت دانش در حال و آينده موردنياز است. هم چنين عواملي چون توليد منطقه اي، محيط منطقه اي، نظام دانشگاهي و پژوهشي در منطقه، مديريت عمومي و توانمندي هاي بنگاه هاي اقتصادي و خصوصي، داراي اهميت فراواني است. با عنايت به تفاوتهاي موجود در وضعيت نوآوري استان هاي كشور، اين مقاله به دنبال طراحي و پيشنهاد مدل تخصصي سازي هوشمند براي توسعه نوآوري منطقه اي با در نظر گرفتن تفاوت هاي موجود در وضعيت نوآوري استان هاي كشور است. بدين منظور با مطالعه و بررسي مطالعات و پژوهش هاي قبلي الزامات و مولفه هاي تحصصي سازي هوشمند، شناسايي شده و برمبناي آنها چارچوب اوليه براي هوشمند سازي سياست هاي توسعه نوآوري منطقه اي طراحي گرديد. در ادامه به منظور ارايه مدل بومي براي طراحي مدل تخصصي سازي هوشمند، استان آذربايجان شرقي كه مباحث سياست گذاري علم و فناوري در بين بازيگران و فعالان استان نهادينه شده است، انتخاب شد و با استفاده از روش داده بنياد چند زمينه اي و با بهره گيري از مصاحبه با مديران كلان استان، انجمن هاي صنفي، مديران خوشه هاي صنعتي و فناوري الزامات و مولفه هاي شناسايي شده در چارچوب اوليه بومي و منطقه اي گرديد. مدل پيشنهادي براي تخصصي سازي هوشمند براي تدوين سياست هاي توسعه نوآوري منطقه اي شامل سه مرحله تهيه چشم انداز و حوزه هاي الويت دار منطقه، تحليل زيست بوم نوآوري حوزه هاي منتخب، تدوين بسته سياستي و برنامه ريزي اجرا به همراه توجه به ملاحظات فرايندي مي شود.

Innovation is a process dependent on geography and region in which local capacities such as resources, institutions, public and cultural values are the main drivers. Interactions between different sectors of the region, including technical, commercial, legal, social and financial sectors, contribute to the development, protection, financing or regulation of innovation and technology. The dependence of innovation on the characteristics of regions has made it impossible to provide a single model for the development of innovation in the regions, and in fact, a diverse set of institutional capacities, tools and characteristics is needed for the development and management of present and future knowledge. Also important are factors such as regional production, regional environment, system of academia and research in the region, public management and the capabilities of private and business firms. Given the differences in the state of innovation in the provinces of Iran, this study seeks to present a smart specialization for the development of regional innovation ecosystem in Iran. To this end, by studying and reviewing previous studies and research, the requirements and components of smart a smart specialization have been identified and based on them an initial framework has been designed for smart regional eco-innovation development policies. Then, in order to present a native model for intelligent policy package design, East Azerbaijan Province, which has been institutionalized in science and technology policy discussions among the province's actors and activists, was selected and with using Multi Grounded Theory (MGT) method and using interviews with provincial managers, trade unions, industrial cluster and technology managers. The identified requirements and components were initialized in a local and regional context. The proposed model of smart specialization for formulating regional innovation development policies includes three stages: preparing the vision and priority areas of the region, analyzing the innovation ecosystem of selected areas, formulating a policy mix and implementing planning along with considering process considerations.
