راهبرد فرهنگي نيروي انتظامي جمهوري اسلامي ايران (ناجا) در امنيت اجتماعي

Cultural Strategy of Islamic Republic of Iran's police (NAJA) in Social Security

امنيت در معناي عام خود از ضروريات حيات بشري به شمار مي‌آيد. تحقق اين امر ضروري و همزاد با حيات بشري مستلزم سازو كارهاي مختلف و مشاركت‌ نهادهاي مختلف دولتي و غير دولتي است. امنيت امري مشترك و مسيري دوسويه ميان حاكميت و جامعه مي‌باشد كه نه حكومت به تنهايي قادر به تأمين آن بوده و نه جامعه بدون حكومت از امنيت برخوردار خواهد بود. در مقاله حاضر نگارنده پس از تبيين جايگاه امنيت اجتماعي با تكيه بر متون و منابع اسلامي، وجود فرهنگ ديني مشترك ميان تنوع جمعيتي كشور اسلامي‌ را مؤثرترين عامل در جهت امنيتي كم هزينه و پايدار معرفي مي‌نمايد. در پايان نيز به تناسب ادعاي مذكور سه راهبرد فرهنگي را در جهت ايجاد امنيتي كم هزينه و پايدار در جامع اسلامي پيشنهاد مي‌دهد: 1) تقويت و ترويج فرهنگ ديني؛ 2) تقويت و ترويج فرهنگ بسيجي؛ 3) تقويت روحيه خداباوري در پرسنل ناجا.

Security in its general sense is one of the essential requirements of human life. The realization of this essential thing and this dual with human life requires different mechanisms and the participation of various governmental and non-governmental institutions. Security is a common thing and a two-way path between government and society that neither government alone can provide it, nor a society without government can has security. In the present article, after explaining the position of social security based on Islamic texts and sources, the author introduces the existence of a common religious culture among the demographic diversity of the Islamic country as the most effective factor for low cost and sustainable security. In the end, according to the claim, this suggests three cultural strategies for providing low-cost and sustainable security in Islamic society: 1) strengthening and promoting religious culture; 2) strengthening and promoting the Basij culture; 3) strengthening the morale of theism in NAJ personnel.
