عدم شكل گيري موازنه قدرت مقابل ايالات متحده پس از فروپاشي شوروي، از پديده هاي جديد در روابط بين الملل بوده است. اغلب ليبرال ها و طرفداران نظريه ثبات هژمونيك، در كنار قدرت خارق العاده آمريكا در بعد نظامي، علت آن را ايجاد نهادها، سازمانها و رژيم هاي بين المللي، توليد كالاهاي عمومي امنيتي، مالي – تجاري و اقتصادي، چندجانبه گرايي و پرهيز از يكجانبه گرايي را اصلي ترين دلايل آن مي دانند كه سبب گرديده آمريكا حائز جايگاه "هژمون ليبرال" گردد و موازنه قدرت سنتي مقابل آن شكل نگيرد. اما با روي كار آمدن دونالد ترامپ، و سياست "اول آمريكا"و عقب نشيني از بسياري از نهاد ها و رژيم هاي بين المللي، خودداري از توليد كالاهاي عمومي امنيتي و اقتصادي و پايان دادن به آنچه "سواري مجاني" مي خواند، پيگيري ناسيوناليسم اقتصادي، يكجانبه گرايي و نهايتا بي اعتنايي به منافع ساير بازيگران، از جمله دوستان هم پيمانان، جايگاه "هژمون ليبرال" آمريكا را با چالش جدي مواجه ساخته است. بنابراين با توجه به آموزه هاي نظريه ثبات هژمونيك، هدف اصلي اين پژوهش اين است كه بيان گردد: سياست خارجي ايالات متحده در دوره ي ترامپ، ضمن عبور از شعارهاي اعلامي، نسبت به گذشته دچار تحولات جدي گرديده، بطوري كه اين تغييرات، موقعيت اين كشور را با مخاطراتي مواجه كرده است، چرا كه ترامپ با عبور از مولفه هاي مشروعيت بخش، در جهت تخريب جايگاه هژمون ليبرال گام برداشته است. در اين پژوهش، از روش توصيفي- تحليلي استفاده گرديده كه از منابع كتابخانه اي و الكترونيكي بهره گرفته شده است.

Are considered to be the main reasons why the United States has gained the position of "liberal hegemony" and the balance of traditional power has not been formed against it. But with the coming to power of Donald Trump, and the policy of "America First" and the withdrawal of many international institutions and regimes, the refusal to produce public security and economic goods and the end of what he calls "free riding", the pursuit of nationalism Economic, one-sided, and ultimately disregard for the interests of other actors, including friends of allies, have seriously challenged America's position of "liberal hegemony.” Therefore, according to the teachings of the theory of hegemonic stability, the main purpose of this study is to state: US foreign policy in the Trump era, while passing the declared slogans, has undergone serious changes compared to the past, These changes have put the country's position in jeopardy, as Trump has taken steps to undermine the position of liberal hegemony by going through the elements of legitimacy. In this research, descriptive-analytical method has been used which has used library and electronic resources.
