چكيده فارسي :
رهيافت مديريت بحران در زمره ابزارهاي سياست خارجي آمريكا محسوب مي شود كه به منظور تأمين منافع ملي و ارز شهاي بنيادين اين كشور در حوزه هاي ژئوپليتيك منطقه اي استفاده ميشوند. بر اين اساس، نوشتار حاضر به‌دنبال پاسخگويي به اين پرسش اساسي بوده است كه ايالات‌متحده آمريكا در سياست‌گذاري امنيتي خود در مديريت بحران‌هاي منطقه اي دوره پساجنگ سرد از چه منطق و رهيافت هايي بهره گرفته است؟ و هدف از كاربست آنها چه بوده است؟ براي پاسخگويي به اين پرسش از «نظريه آشوب» و روش توصيفي- تحليلي با استفاده از منابع كتابخانه‌اي بهره گرفته شده است. يافته‌هاي پژوهش حاكي از اين است كه الگوي مديريت بحران آمريكا در برخورد با تحولات و پويش هاي منطقه اي را مي توان تابعي از روند كلي مديريت بحران در سياست خارجي و امنيتي آمريكا دانست. ايالات‌متحده به‌منظور تحكيم سلطه هژمونيك بر محيط هاي امنيتي منطقه اي، از سازوكارهاي متنوعي استفاده مي‌كند. در اين ارتباط مي توان به اهرم هايي نظير حمله پيش‌دستانه، جنگ هاي نيابتي، ائتلاف با ناتو و بازيگران منطقه اي و موازنه گرايي اشاره داشت. آمريكا براي كنترل كنشگري ايران و محدودسازي سياست‌هاي منطقه‌اي آن در غرب آسيا نيز از راهبرد آشوب‌آفريني با كمك متحدان منطقه‌اي خود مانند عربستان سعودي بهره مي‌گيرد.
چكيده لاتين :
Relations between Turkey and the United States underwent changes during the current era of Republican rule under the leadership of Trump, which has paved the way for crises in relations between the two countries. In the framework of Neo-Realist theory and using a descriptive-analytical method, this article examines the crises and challenges in relations between the two countries during the Trump era and the impact of these obstacles on Ankara-Washington relations. Findings show that the challenges of relations between the two countries in the period under study can be formulated and explained at three levels: domestic, regional and international. Issues such as the People's Bank, Khashgechi's murder case, Branson trial, buy S-400 missile by Turkey, US role in July 15, 2016 coup, spreading anti-American sentiment in Turkey and also Trump and Erdogan's psychological and personality traits at domestic level, the Syrian crisis and the issue of the Deal of the Century at the regional level, and Turkey's convergence with Iran and Russia and the fight against ISIS at the international level are among the most important differences between the two countries. Of course, in general, given the nature of Turkish-American relations and their common interests, it can be said that such differences cannot even in the short term lead to the severance of relations between the two political entities.
