Content Requirements of the Iranian Media Diplomacy in Russian-Speaking Regions

با توجه به آنكه امروزه رسانه‌ها براي ايجاد و تقويت همگرايي ميان ملت‌ها، عنصر بسيار تأثيرگذاري به‌شمار مي‌روند، اين مقاله به‌دنبال شناخت و معرفي بايسته‌هاي محتوايي ديپلماسي رسانه‌اي جمهوري اسلامي ايران در مناطق روس‌زبان است. به‌همين دليل، مقاله حاضر داده‌ها و اطلاعات به‌دست آمده از 19 صاحب‌نظر حوزه رسانه و مناطق روس‌‌زبان را از طريق مصاحبه نيمه‌ساختاريافته و تكنيك تحليل مضمون، سامان‌بخشي و صورت‌بندي كرده است. مضامين به‌دست آمده، ذيل سه مقوله مرتبط با تحولات نظام بين‌الملل، سياست‌هاي حاكم بر منطقه اوراسياي مركزي و مناسبات حاكم بر فدراسيون روسيه و جمهوري اسلامي ايران تبيين شده‌اند. بر اساس يافته‌ها، مي‌توان با تأكيد بر موضوعاتي نظير «اشتراكات فرهنگي- هويتي- ديني، مسئله تكفير، تحريم‌هاي غربي- آمريكايي، موقعيت جغرافيايي ويژه ايران، جلوگيري از ترويج پان‌ها و جريان‌هاي افراطي فعال منطقه‌اي و فرامنطقه‌اي، خنثي‌سازي اقدامات رقبا و دشمنان مشترك منطقه‌اي و بين‌المللي، همگرايي در زمينه‌هاي اقتصادي و...» اقدام به توليد محتوا به زبان روسي در رسانه‌هاي شنيداري، ديداري و مجازي برون‌مرزي صداوسيما كرد. همچنين توسعه راديو روسي برون‌مرزي و تأسيس سيماي روسي برون‌مرزي براي تقويت ديپلماسي رسانه‌اي ايران در مناطق روس‌زبان از جمله پيشنهادهاي اين مقاله است.

Given the fact that, today, media are considered a very effective element in creating and strengthening convergence among nations, the current study seeks to identify the content requirements of the Iranian media diplomacy in Russian-speaking regions. For this reason, the present study has formulated the data obtained from 19 experts in the field of media and Russian-speaking regions through semi-structured interviews and content analysis techniques. The topics are explained under the three categories of the developments of the international system, the governing policies in the Central Eurasian region and the relations between the Russian Federation and the Islamic Republic of Iran. Based on the results, content production in Russian can be pursued in the audio, visual and virtual media abroad, while emphasis should be made on the topics such as culture-identity-religion commonality, Takfir (accusing another Muslim of apostasy), Western-American sanctions, Iran's special geopolitics, prevention of the promotion of regional and trans-regional extremists and pan ideologies, neutralizing regional and international common rivals and enemies’ measures, as well as convergence on economic fields, etc. Furthermore, the development of overseas Russian Radio and the establishment of Russian Television abroad are recommended to strengthen the Iranian media diplomacy in the Russian-speaking regions.
