Trump's Approach to International Environmental Law; Proposing Media Policies

بحران‌هاي زيست‌محيطي امروزه يكي از مهم‌ترين دغدغه‌هاي مردم، دولت‌ها و سازمان‌هاي بين‌المللي است. اين بحران‌ها ادامه زندگي بشر بر روي كره زمين را به خطر انداخته و براي دولت‌ها ايجاد مسئوليت مي‌كند. حقوق بين‌الملل محيط‌زيست از سال 1972م در نتيجه كنفرانس استكهلم با توجه بيشتر كشور‌ها مواجه شد. پس از آن به‌مرور الزاماتي براي حفاظت از محيط‌زيست شكل گرفت و مسئوليت جهاني حفاظت از محيط‌زيست مهم ارزيابي شد. امريكا به‌عنوان يكي از قدرت‌هاي بزرگ نظام بين‌الملل كه تأثير بسزايي در ايجاد بحران‌هاي محيط‌زيستي دارد، همواره تلاش كرده تا كمترين محدوديت و مسئوليت‌هاي زيست‌محيطي را بپذيرد. سياست‌هاي زيست‌محيطي ترامپ تقابل سياست‌هاي امريكا با حقوق بين‌الملل محيط‌زيست را نشان مي‌دهد. در مقاله پيش‌رو ضمن معرفي اركان اصلي حقوق بين‌الملل محيط‌زيست، رفتار ايالات‌متحده و تضاد معاهده‌اي و عرفي آن با حقوق بين‌الملل محيط‌زيست بررسي و تبعات سياست‌هاي محيط‌زيستي دونالد ترامپ بر محيط‌زيست جهاني ارزيابي مي‌شود.

Nowadays, environmental crises are one of the major concerns of people, governments and international organizations. These crises endanger the continued existence of human beings on earth and create responsibility for governments. Since 1972, The International Environmental Law attracted the attention of most countries followed by the conference held in Stockholm, which was also developed with an aim to protect the environment and trigger the global responsibility of environment protection. The United States, as one of the great powers of the international system that has a significant impact on the environmental crises, has always strived to accept the least environmental constraints and responsibilities. Trump's environmental policies reflect the US policies in confrontation with international environmental law and has raised concerns among the environmentalists. In present study, while identifying the key components of international environmental law, the United States behavior as well as its legal and customary conflict with international environmental law are examined, and the impact of the US President's environmental policies on the global environment is evaluated.
