چكيده فارسي :
اين مطالعه با هدف واكاوي ادراكات و تجارب مديران و دبيران مدارس متوسطه شهر سنندج از برنامه تعالي مديريت مدرسه انجام شد. با عنايت به ضرورت اطلاع عميق از نحوه برداشت و تجارب زيسته مشاركت كنندگان از ماهيت برنامه تعالي مديريت مدرسه، سازوكارهاي اجرايي، آثار و نتايج و همچنين آسيب‌هاي احتمالي آن، از روش پديدارشناسي براي انجام پژوهش حاضر بهره گرفته شد. مشاركت كنندگان در اين مطالعه 29 نفر از مديران و دبيران مدارس دوره اول متوسطه در شهر سنندج بودند كه به صورت هدفمند انتخاب و با آنها مصاحبه صورت گرفت و يافته‌هاي حاصل با استفاده روش تحليل داده‌هاي كيفي كلايزي تحليل گرديد. يافته‌هاي پژوهش نشان داد كه درك و برداشت مشاركت‌كنندگان از ماهيت و كم و كيف برنامه تعالي بسته به رويكرد انتقادي و يا محافظه كارانه و بعضاً ستايشگرانه آنها متفاوت است كه نهايت در يك مفهوم فراگير، سه مضمون سازمان‌دهنده سطح دو و سيزده مضمون سازمان‌دهنده سطح يك صورتبندي گرديد. براين اساس باوجود اينكه از نظر آنان برنامه تعالي مديريت مدرسه از نظر ماهيت و ساختار داراي اشكالاتي است اما آثار و نتايجي مثبت و آسيبها و پيامدهايي نيز بر آن مترتب مي باشد. اين يافته نشان داد كه عليرغم مزايايي چون نظم‌پذيري و فراهم كردن بستري اجراي يكنواخت دستورالعمل طرح تعالي در مدارس، به دليل ماهيت خطي و تبعيت اجراي چنين برنامه اي از رويكردي تمركزگرايانه، اجراي آن به شكل فعلي در مدارس بروز آسيب‌هايي را در نظام آموزش و پرورش اجتناب ناپذير خواهد كرد.

As a phenomenological study this paper aims to analyze the perceptions and experiences of principals and teachers of secondary schools in Sanandaj from the school management excellence program. Given the need for in-depth information on how participants perceived and experienced the nature of the School Management Excellence Program, its implementation mechanisms, effects and outcomes, as well as its potential harms, a qualitative phenomenological approach was applied to conduct the study. Participants including 29 principals and teachers of high schools who were purposefully selected and interviewed and the findings were analyzed using qualitative data analysis method. The findings showed that participants' perceptions of the nature and scope of the excellence program vary depending on their critical or conservative and sometimes praiseworthy approach which ultimately formulated in a comprehensive concept, three themes organizing level two and thirteen topics organizing level one. Accordingly, despite the fact that in their opinion, the school management excellence program has some problems in terms of nature and structure, but it also has both positive and negative effects and consequences. This finding indicated that despite the advantages such as orderliness and providing a platform for uniform implementation of high school instruction guidelines, due to the linear nature and compliance of such a program with a centralized approach, this program essentially opposes with the spirit learning processes in schools as an important cultural institutions.
