تحليل و آسيب شناسي گزارشات نهادهاي سازمان ملل متحد در خصوص نقض حقوق بشر در كره شمالي

Analysis and Pathology of the Effectiveness of UN Bodies Reports on Human Rights Violations in North Korea

بر اساس آمار رسمي سازمان ملل متحد، بيشترين قطعنامه­ ها و گزارش‌هاي نقض حقوق بشر، در خصوص كره شمالي تنظيم و منتشر شده است. محتواي اكثر گزارش‌ها به صراحت از نقض فاحش و گسترده حقوق بشر در كليه ابعاد در اين كشور حكايت دارند. هدف اساسي پژوهش، بررسي و سنجش ميزان اثربخشي گزارش‌هاي حقوق بشري در تعديل رفتار خاندان كيم در رعايت موازين جهاني حقوق بشر مي­باشد. با رويكردي توصيفي-تحليلي، ضمن بررسي عمده گزارش‌هاي منتشر شده و پاسخ دهي به اين پرسش كه گزارش‌هاي نهادهاي سازمان ملل متحد، چه تاثيري در كاهش نقض حقوق بشر در كره شمالي داشته است؟ به تحليل و آسيب ­شناسي رويه مقامات كره شمالي در برخورد با گزارش‌ها و ميزان كارآمدي آن­ها در جهت احياي حقوق بشر پرداخته شده است. نتايج نشان مي­دهد كه علي­رغم صدور قطعنامه ­ها و گزارش‌هاي متعدد توسط نهادهاي حقوقي بشري ملل متحد، اين كشور همچنان به نقض فاحش حقوق بشر ادامه مي­ دهد. مهمترين عوامل چنين رويه­­اي توسط سران اين كشور، به نوع زمامداري توتاليتري در داخل كشور، حمايت بين­المللي توسط دولت چين و روسيه و مسلح بودن به سلاح­هاي هسته ­اي و كشتار جمعي مي­ باشد، لذا چنين عواملي باعث ناكارآمدي و كم­اثر شدن سازوكارهاي گزارش‌دهي حقوق بشري براي توقف نقض حقوق بشر در اين كشور شده است.

According to official UN statistics, most resolutions and reports of human rights violations have been prepared and published regarding North Korea. The contents of most of these reports clearly indicate widespread and gross violations of human rights in all aspects of the country. The main purpose of this article is to investigate and measure the effectiveness of human rights reports in modifying the behavior of the Kim dynasty in compliance with global human rights standards. With a descriptive-analytical approach, while reviewing the major published reports and answering the question: what effect has the UN bodies reports had in reducing human rights violations in North Korea? Analysis and pathology of the behavior of North Korean officials dealing with reports and their effectiveness in restoring human rights has been addressed. The results show that despite the issuance of numerous resolutions and reports by UN human rights bodies, the country continues to commit gross human rights violations. The most important factors in such an approach by the country's leaders are totalitarian rule in country, international support by the Chinese and Russian states, and producing nuclear weapons and mass killings. So, such factors have made human rights reporting mechanisms ineffective in stopping human rights abuses in the country.
