چكيده فارسي :
بافروپاشي رژيم‌بعث عراق،ژئوپلتيك وساختار قدرت سياسي آن كشوردگرگون وباجابجايي متغيرهاي تاثيرگذارنقطه‌ي عطف وفصل‌نويني درروابط بين دوكشور ايران وعراق دراستان هاي جدارمرز به وي‍ژه استان ايلام شكل گرفت؛ كه اين امرضرورت بازتعريف مرزو اتخاذ راهبردهاي متناسب با تحولات مزبوررا اجتناب ناپذير ساخته و تحقيق حاضر بر آن است كه باتحليل مؤلفه هاي ماتريسSWOT (نقاط قوت وضعف،فرصت هاوتهديدها )،به اين پرسش پاسخ دهد كه از بين راهبردهاي چهارگانه(تهاجمي ،تدافعي،محافظه كارانه ورقابتي)، شهرستان هاي مرزي استان ايلام دركدام موقعيت راهبردي قراردارند؟ اين پژوهش درروش،گردآوري وتحليل داده هامبتني برتركيب دورهيافت كيفي وكمي است كه با كاربست مدل SWOT وروش توصيفي – پيمايشي انجام گرفته و هدف اصلي آن تبيين وارزيابي موقعيت راهبردي شهرستان هاي مرزي استان ايلام مي باشد. يافته هاي پژوهش نشان مي دهدكه موقعيت راهبردي مناطق مرزي استان درناحيه تهاجمي) SO ( قرارداردواز 24 راهبرد قابل اجرا،راهبردهاي رسوخ بيش ازپيش دربازارمصرف عراق،توسعه صادرات،افزايش سرمايه‌گذاري وتوليددربخش‌هاي كشاورزي،دامپروري،نفت وگاز(درميادين مشترك)وهم چنين بهره‌برداري‌حداكثري ازهمبستگي وهمگرايي فرهنگي ومذهبي اهالي دوسوي مرزبراي توسعه وگسترش روابط درعرصه هاي مختلف دراولويت نخست قرار دارند.

With the collapse of the Ba'athist regime in Iraq,the geopolitics and structure of the country's political power changed,and shifting of the influential variables,aturning point and a new chapter was shaped in relations between the two countries and in the border provinces,especially in Ilam province.This makes inevitable the need to redefine the border and adopt appropriate strategies to the interested developments. In the present study, the attempt is made to analyze the four components of the SWOT matrix (strengths and weaknesses, opportunities and threats) to answer the question ,the position of the border cities in which strategic area? In this research,the method of data collection and analysis is based on a combination of quantitative and qualitative approaches,Which is done by using SWOT model and descriptive-survey method and its main purpose is to making clear and Assessment of the strategic position of border cities of Ilam province.
The findings of research show that the strategi position of model for the border areas of Ilam province is in the bisector of first zone and is aggressive and out of 24 applicable strategg,strategies such as more penetration in the Iraq consumer market and export development, the expansion and rise of investment and production in agriculture, animal husbandry, oil ,gas and Also, the maximum exploitation of the cultural and religious solidarity and convergence of the people on both sides of the border for the development and expansion of relations in various fields are in the first priority.
