An Analysis of the Role and Position of Basij in the Institutional Geometry of Poverty Alleviation of the Islamic Government

هدف اصلي: يكي ازنهادهاي مؤثر در جمهوري اسلامي ايران كه دربستر ايدئولوژي اسلام ناب شكل گرفته است و دركلام و در عمل نقش بسيار مهمي در فقرزدايي دارد، بسيج است. هدف از مقاله حاضر تبيين هندسه‌ نهادي فقرزدايي در حكومت اسلامي و تعيين جايگاه و نقش بسيج به عنوان يك نهاد مؤثر در اين امر است و به اين سوال پاسخ مي‌دهد كه آيا نقش بسيج در فقرزدايي صرفاً يك نقش مستقيم و واسط ميان ثروتمندان و فقرا است؟ روش پژوهش: از آنجا كه ساخت هندسه نهادي فقرزدايي درحكومت اسلامي مستلزم بحث و تحقيق در احاديث شيعه است، روش تحليل محتوا يا تحليل مضمون احاديث، مورد استفاده قرار گرفته است. براساس اين روش، يك چارچوب كلي از هندسه نهادي فقرزدايي از اسلام و حكومت اسلامي ترسيم شده و در ادامه نقطه اتصال آن با اهداف و ماموريت‌هاي بسيج تبيين خواهد شد. يافته‌ها: درحكومت اسلامي ساختار نهادي 9 لايه‌اي رفع فقر وجود دارد كه بر زيرساخت اجتماعي و جنبه‌هاي مردمي فقرزدايي در لايه‌هاي آغازين و جنبه‌هاي حاكميتي در لايه‌ پاياني تكيه دارد. نقش بسيج از اين حيث مي تواند مهم تر و عملياتي تر از ديگر لايه‌ها ديده شود كه در خصوص 6 لايه اول در مقام تقويت اثر بخشي، ظاهر مي شود و ضمن تاثيرگذاري بر خودكفايي اقتصادي خانوار، روحيه نوع دوستي را در ساير لايه‌هاي نهادي تقويت مي‌كند و در لايه هفتم و هشتم به صورت مستقيم در فقرزدايي اثرگذاري مي‌كند و در كنار اين نقش‌ها، نسبت به لايه نهم يعني حاكميت، نقش مطالبه‌گري و همكاري را ايفا مي‌كند.

Main question One of the effective institutions in the Islamic Republic of Iran, which has been formed in the context of the ideology of pure Islam and has a very important role in poverty alleviation, is Basij. The purpose of this article is to explain the institutional geometry of poverty alleviation in the Islamic government and determine the position and role of Basij in this geometry Research method: Since the construction of institutional geometry of poverty alleviation in the Islamic government requires discussion and research on Shia hadiths, the method of content analysis of hadiths, has been used. Using content analysis, this article will outline an institutional framework for the institutional geometry of poverty alleviation from Islamic government, and then suggest the connection point with the Basij. Findings: In the Islamic government, there is a nine-tier institutional structure for poverty alleviation, which relies on social infrastructure and the popular aspects in the initial layers, and the governmental aspects in the final layer. The role of Basij in this regard can be seen as more important and more operational than other layers, which appears in the position of strengthening the effectiveness of the first 6 layers and while affecting economic self-sufficiency in the family, strengthens the spirit of altruism between family and neighbors and other institutional layers and directly affects in poverty alleviation in the seventh and eighth layers, and in addition to these roles, in the ninth layer, it plays the role of demanding, cooperating and accompanying the government.
