Recognition of the performance assessment indicators of the lower chamber of parliament

هدف اين پژوهش ارائه شاخص‌هاي مناسب جهت ارزيابي عملكرد نمايندگان مجلس شوراي اسلامي با توجه به شرايط بومي كشورمان است. جهت جمع‌آوري داده‌ها، با توجه به اشباع نظري محقق،10مصاحبه هدفمند و نيمه‌ساختاريافته با نمايندگان دو دوره مجلس شوراي اسلامي و برخي صاحب­ نظران صورت پذيرفت و با يكي از انواع روش تحقيق كيفي و از دسته روش ­هاي تحليل متن با نام تحليل تماتيك، داده­ هاي متني حاصل از مصاحبه ­ها تجزيه­ و ­تحليل شد. نتايج اجراي فرايند تحليل تم، به شناسـايي 89 شاخص ارزيابي عملكرد نمايندگان مجلس شوراي اسلامي منجر گرديد كه اين شاخص‌ها در 17 مضمون سازمان‌دهنده دسته‌بندي شده و مضامين سازمان‌دهنده نيز خود به 4 بعد عملكرد فردي و عمومي كارگزاري، عملكرد حاكميتي، عملكرد اجتماعي و عملكرد حرفه‌اي تقسيم‌بندي شده‌اند تا تصوير درست و جامعي از شاخص‌‌هاي ارزيابي عملكرد نماينده را نمايش دهند. با توجه به نتايج پژوهش، پيشنهاد مي‌گردد سامانه‌اي با دسترسي آزاد مردم و نمايندگان به آن، راه‌اندازي شده و براي هر نماينده به صورت كاملاً به‌روز، اطلاعات مربوط به ارزيابي ايشان اعمال و در معرض انظار عمومي قرار گيرد، به‌طور مثال نماينده تا امروز چند جلسه حضور داشته است؟ چه طرح­ هايي را پيگيري كرده است؟ چند جلسه مردمي ترتيب داده است؟ و به اين صورت كه نظام رتبه ­بندي نمايندگان و رتبه ­بندي كميسيون­ ها به وجود آيد.

the aim of this study is to present appropriate indicators for assessing the performance of the members of the islamic council chamber with regard to the local conditions of our country in order to collect data, according to the theoretical saturation of the researcher, 10 purposeful interviews with representatives of two parliaments of the islamic councils and some experts were made and analyzed by qualitative research method and theme analysis tool, data obtained from these interviews were analyzed. the results of the analysis of the theme analysis process led to the identification of 89 indices of performance evaluation indices of the Parliament namoyandagon, the organization's personal and personal performance, Government performance, social performance and professional performance to demonstrate a comprehensive and comprehensive picture of representative performance evaluation indices.According to the research results, it is suggested that a system with free access to the people and representatives be set up. an‎d for each representatives to be fully up-to-date, the information related to their evaluation should be applied and made public, for example, how many sessions has the representatives attended so far? What plans has he pursued? How many public meetings has he arranged? an‎d ... in such a way that the ranking system of representatives and the ranking of commissions is created.
