Designing the architecture model of hidden diplomacy in Wise intelligence Organizations

ديپلماسي پنهان به‌عنوان پيشران سياست خارجي، قابليت شناسايي و انتقال داده‌ها را براي تغيير در مناسبات در زمين بازي فراهم مي‌نمايد. شناسايي بازيگران، برتري داده‌هاي اطلاعاتي و مديريت ادراك از مزيت‌هاي اصلي اين نوع ديپلماسي است. ويژگي‌هاي خاص صحنهٔ نبرد و تنوع شگردهاي به‌كاررفته در ميدان ديپلماسي باعث شده تا سازمان‌هاي اطلاعاتي در دنيا براي تحقق منافع ملي از اين اهرم استفاده نمايند. از الزامات به‌كارگيري ديپلماسي پنهان در جوامع اسلامي، توجه به مقولهٔ معرفت و ايجاد معماري حكمت پايه است كه بر اساس آن، همهٔ اجزا و روابط بين آن‌ها در قالب مؤلفه‌هاي امنيت و حكمت تعريف شوند. سؤال اصلي اين پژوهش اين است كه چگونه مي‌توان مدل معماري ديپلماسي پنهان را در سازمان‌هاي اطلاعاتي دانا صورت‌بندي نمود. بر همين اساس، اين پژوهش با هدف توليد ادبيات اطلاعاتي در حوزهٔ ديپلماسي پنهان و كاهش هزينه‌هاي امنيتي و متقابلاً باور و اعتماد به نقش مشورتي سازمان‌هاي اطلاعاتي در عرصهٔ سياست خارجي و نظام تصميم‌سازي كشور انجام شده است. تحقيق حاضر از نوع كاربردي به روش تحليل زمينه‌اي با رويكرد اكتشافي است. داده‌هاي كيفي اين تحقيق از مطالعهٔ منابع و پژوهش‌هاي علمي و با استفاده از نظرات جامعهٔ نمونه، با شيوهٔ مصاحبه و تحليل در نرم‌افزار «مكس‌كيودا 2020» به دست آمده است. كارشناسان و مديران عالي حوزهٔ دفاعي و اطلاعاتي، جامعه نمونه اين جستار هستند كه با ديپلماسي پنهان آشنايي كامل دارند. نتايج تحقيق نشان مي‌دهد كه ديپلماسي پنهان در محيط آشوبناك منطقه‌اي و بين‌المللي، عملكرد مطلوبي را در كمك به سياست خارجي با انتخاب عقلاني به‌همراه دارد. همچنين نشان داد كه لايه‌هاي اصلي معماري ديپلماسي پنهان با سازوكار بهينه، منجر به حكمراني داده‌هاي اطلاعاتي مي‌شود؛ با ساخت‌وساز مناسب منجر به دارايي‌هاي راهبردي سازمان اطلاعاتي مي‌شود؛ و با مبناي معرفتي حكمت كه همان جلب منافع و دفع مضار با حفظ مصالح ملي است، در راستاي امنيت ملي شكل مي‌گيرد. كليدواژه‌ها

Hidden diplomacy, as the driver of foreign policy, provides the ability to identify and transfer data to change the relationships on the playground. Identification of actors, intelligence data superiority and perception management are the main advantages of this type of diplomacy. The special features of the battle scene and the variety of tactics utilized in the field of diplomacy have led the world's intelligence organizations to utilize this leverage to achieve their national interests. One of the requirements for utilizing hidden diplomacy in Islamic societies is to concentrate on the category of knowledge and create a wisdom-based architecture, that according to it, all the components and relations between them should be defined in the form of security and wisdom components. The main question of this study is "how the architecture model of hidden diplomacy can be categorized in the Wise intelligence Organizations?". Accordingly, this study is conducted with the purpose of producing intelligence literature in the field of hidden diplomacy and reducing intelligence costs and reciprocally, increasing trust and confidence in the advisory role of intelligence organizations in the field of foreign policy and decision-making system. This is an applied study that employs background analysis method with an exploratory approach. Qualitative data of this research are extracted with studying scientific sources and researches and utilizing the opinions of the statistical population, by interviewing and analyzing it in "MAXQDA 2020" software. The statistical population of this study includes top experts and managers in the field of defense and intelligence that are well acquainted with hidden diplomacy. The study results show that hidden diplomacy in a turbulent regional and international environment, with rational choice, has a favorable performance in aiding foreign policy. It also showed that the main layers of hidden diplomacy architecture with optimal mechanism leads to data governance; with proper construction, it leads to the creation of strategic assets of intelligence organization, and with an epistemological basis, wisdom, which is the pursuit of interests and the elimination of harm with preserving national interests, is formed in the direction of national security.
