الگوي راهبردي مديريت يكپارچه پيشگيري و مقابله با جرائم سايبري در جمهوري اسلامي ايران

Strategic model of integrated management of preventing and combating cybercrime in the Islamic republic of Iran

امروزه در كنار فرصتها و قابليتهاي ايجادشده در زيستبوم سايبري كشور، سرمايههاي سايبري موجود در معرض تهديدها، آسيبها و مخاطرات هستند. در اين راستا، اقدام پيشگيرانه و مقابلهاي با تهديدها و آسيبها و جرائم سايبري مستلزم برنامهريزي ملي، فراسازماني و فرابخشي است. اين تحقيق با هدف تبيين و دستيابي به الگوي راهبردي مديريت يكپارچه پيشگيري و مقابله با جرائم سايبري در جمهوري اسالمي ايران انجام شده است. اين پژوهش از نوع تحقيقات كاربرديتوسعهاي و تبييني و از نظر روش، آميخته و تركيبي است. جامعه آماري اين پژوهش را خبرگان حوزه سايبر به تعداد 70 نفر تشكيل ميدهند. ابزار گردآوري در گام اول بر مبناي روش كيفي بوده است كه بعد از پيادهكردن مصاحبه 14 نفر از خبرگان در شش محور، كدگذاري باز بر روي متون مصاحبهها انجام شده و بر اساس مقولههاي بخش كيفي، پرسشنامه محققساخته تدوين گرديده است. براي تجزيه و تحليل دادهها از نرمافزارهاي SPSS و SMARTPLS استفاده شد. با بررسي برازش اندازهگيري مدل از طريق سنجش پايايي )آلفاي كرونباخ، پايايي تركيبي و بارهاي عاملي( و روايي واگرا و همگرا ارزيابي شد كه از وضعيت مناسبي برخوردار بود. برازش ساختاري مدل از طريق محاسبه ضرايب معناداري Z مقادير)VALUES-T ،)معيارR2( ضريب تعيين( و معيار Q2 ارزيابي شد كه از وضعيت مناسب و قوي برخوردار بود. با استفاده از نتايج برازشهاي فوق، برازش كلي مدل نيز محاسبه شد كه مقدار آن 508.0 بود و چون بزرگتر از 36.0 بود، برازش كلي مدل، قوي ارزيابي شد و امكان بررسي ارزيابي و تأييد مدل ترسيمشده در اين پژوهش فراهم گرديد كليدواژه‌ها

Today, in addition to the opportunities and capabilities created in the Iran's cyber ecosystem, existing cyber resources are exposed to threats, damages and risks. In this regard, preventive measures and confrontation with threats, harms and cybercrime requires national, extra-organizational and extra-sectoral planning. The purpose of this study is to explain and achieve a strategic model of integrated management of prevention and combating cybercrime in the Islamic republic of Iran. This is an applied – developmental study that employs mixed method. The statistical population of this study consists of 70 cyber experts. In the first step, the collection tool was based on the qualitative method that after implementing the interview of 14 experts in six axes, open coding was executed on the texts of the interviews and based on the categories of the qualitative section; a researcher-made questionnaire was developed. SPSS and SmartPLS software were utilized to analyze the data. By examining the fit of the model through the assessment of reliability (cronbach's alpha, composite reliability and factor loading) and divergent and convergent validity evaluated and was in a good condition. The structural fit of the model was evaluated by calculating the coefficients significance of Z, t-statistic values, criterion R2 (coefficient of determination) and Q2 criterion, which had a suitable and strong condition. By utilizing the results of the above fits, the overall fit of the model was calculated which was 0.508 and because it was greater than 0.36, the overall fit of the model was considered strong and this process made possible to evaluate and confirm the model that is drawn in this study.
