برآورد ارزش مشاركت مردمي (سرمايه گذاري) براي جلوگيري از اثرات زيان بار توسعه صنعت (مطالعه موردي: اردكان)

Estimating the Value of Public Participation (Investment) to Prevent the Harmful Effects of Industry Development (Case Study: Ardakan)

آلودگي هاي محيط زيستي مشكل عمده مرتبط با صنعتي شدن سريع، شهرنشيني و افزايش استانداردهاي زندگي مردم است. تلاش زيادي براي كنترل آلودگي ناشي از دفع زباله با تبديل مواد زايد ناخواسته به مواد اوليه قابل استفاده هاي مجدد و مفيد انجام شده است. مشكلات مربوط به دفع مواد زايد جامد صنعتي با كمبود امكانات زيرساختي و سهل انگاري صنايع در اتخاذ راهكارهاي مفيد همراه بوده است. هدف اين مطالعه برآورد اقتصادي اثرات توسعه صنعت فولاد بر محيط زيست در شهرستان اردكان است. داده هاي مورد نياز در اين مطالعه از طريق جمع آوري آمار و اطلاعات ثبت شده در ادارات شهر اردكان و همچنين تكميل تعداد 513 پرسشنامه دوگانه دوبعدي در بخش آلودگي هوا و تعداد 244 عدد پرسشنامه دوگانه دوبعدي در بخش كشاورزي در سال 1395 به دست آمده است. در اين مطالعه با بهره گيري از رهيافت ترجيهات اظهار شده و مدل لوجيت، تمايل به دريافت افراد براي چشم پوشي از خسارت هاي وارد شده ناشي از صنايع فولاد بر بخش آلودگي هوا15757360ريال و محصولات كشاورزي7646640 ريال در سال براي هر فرد محاسبه شد. طبق نتايج به دست آمده، 77 درصد از پاسخ گويان معتقد بوده اند كه آلودگي ناشي از صنايع فولاد بر سلامت روان اثرگذار است و در مقابل 23 درصد از افراد معتقد بوده اند كه بر سلامت روان آن ها اثرگذار نبوده است. نتايج حاكي از آن است كه ارزش كل خسارات ناملموس 1/6 هزار ميليارد ريال و ارزش كل خسارات ملموس 1/2 هزار ميليارد ريال در سال 1395 است. به عبارت ديگر، ضروري است حداقل به اندازه اين خسارات در سال سرمايه گذاري به منظور جلوگيري از اثرات مضر صنايع فولاد دركارخانجات فولاد شهرستان اردكان صورت گيرد.

Environmental pollution is a major problem associated with rapid industrialization, urbanization and rising living standards for people. A large effort has been made to control the pollution from waste disposal by converting unwanted waste into raw materials suitable for reuse and useful use. Problems related to the disposal of solid industrial waste are mostly related to the infrastructural shortage and negligence of the industries in adopting effective solutions. The purpose of this study was to assess the economic effects of steel industry development on the environment in Ardakan. The required data was obtained in 1395 by collecting statistics and information recorded in Ardakan's offices, as well as completing 513 two-dimensional dual-response questionnaires on the air pollution section and a total of 244 two-dimensional two-dimensional questionnaires in agricultural sector. In this study, using the preferred logistic approach and the logit model, the tendency of individuals to ignore the damage caused by the steel industry as the air pollution was 15757360 Rials and and for damage to the agricultural products were 7646640 Rials. According to the results, 77% of the respondents believed that contamination caused by steel industry affected mental health, and 23% thought otherwise. The results indicated that in the year 1395 the total value of intangible damages was 1.6 thousand billion rials and the total value of gross tangible damages were 1.2 thousand billion rials. In other words, it is necessary to at least invest the same amounts to prevent the harmful effects of steel industry in Ardakan steel industries.
