Analysis of the role of Europe in the great Indo-Pacific game

امروزه مركز ثقل سياست و امنيت بين‌الملل از حوزه اقيانوس اطلس به حوزه اقيانوس هند و آرام انتقال پيدا كرده است. اصطلاح ايندو _ پاسيفيك واژه اي است كه در توصيف اين تحول به‌كار ميرود. هر يك از قدرتهاي مهم بين‌المللي درصدد نقش‌آفريني در اين حوزه اند. مقالۀ حاضر در پي پاسخ به اين پرسش است كه «اروپا در بازي بزرگ ايندو _ پاسيفيك چه نقشي ايفا مي كند؟» فرضيه مقاله كه به روش توصيفي _ تحليلي بررسي شده آن است كه هم‌اينك اتحاديه اروپا در دو سطح «واحدهاي ملي» و «اتحاديه‌اي» نفوذ مؤثري در حوزه اقيانوس هند و اقيانوس آرام پيدا كرده است، اما براي ايفاي نقش مؤثرتر مي تواند به نهادسازي در اين حوزه مبادرت ورزد. علاقه كشورهاي منطقه به نگرش هنجاري اتحاديه اروپا و نگراني اين كشورها از پيامدهاي منفي رقابت چين و آمريكا در منطقه، فرصت مناسبي را براي نقش‌آفريني اروپا در حوزه ايندو_پاسيفيك فراهم كرده است. به‌علاوه تلاش آمريكا براي ايجاد نظم منطقه اي كه در شكل استراتژي ايندو_پاسيفيك نمود يافته و تلاش چين براي ايجاد نظم منطقه اي كه در شكل ابتكار «كمربند _ جاده» تجلي يافته، همديگر را خنثي مي كنند و اين نيز به اروپا امكان مي دهد تا با اتخاذ استراتژي «ميان نهادگرايي» به نظم منطقه اي حوزه اقيانوس هند و آرام سامان بخشد. چنين نتيجه اي در چهارچوب تئوري «توازن نقش»، عملاً نقش اروپا را در كنار آمريكا و چين در روند تحولات نظم منطقه اي و جهاني تقويت مي كند.

Each of the major international powers is seeking to play a role in this area. This article seeks to answer the question of "what role does Europe play in the great Indo-Pacific game?" The hypothesis of the article, which has been studied by descriptive-analytical method, is that the European unio‎n has already gained effective influence in the Indian and Pacific Oceans at the level of "national units" and "unio‎n", but in order to play a more effective role, it can Institutionalization in this area. The interest of the countries in the region in the normative attitude of the European unio‎n and their concern about the negative consequences of the Sino-US competition in the region has provided a good opportunity for Europe to play a role in the Indo-Pacific area. In addition, US efforts to establish a regional order embodied in the Indo-Pacific Strategy and China's efforts to establish a regional order embodied in the Belt-Road Initiative are mutually reinforcing, allowing Europe to do the same. By adopting an "inter-institutional" strategy, to regulate the regional order of the Indian Ocean and the Pacific. Such a conclusion, within the framework of the role balance theory, practically reinforces the role of Europe, along with the United States and China, in the process of regional and global order developments.
