ارائه الگوي مارپيچ چهارگانه دولت، دانشگاه، صنعت و جامعه براي توسعه اقتصاد دانش‌بنيان در ورزش كشور

Designing a Quadruple Helix model of Government, University, Industry and Society for development of a knowledge-based economy in the Iran's sport

ورزش به دليل نقش بي بديلي كه در پرورش انسان، سلامت عمومي، نشاط اجتماعي، رشد تجاري و پويايي رسانه­اي ايفا مي­كند به كانون توجه، تمركز و رقابت بين كشورها مبدل شده است. هدف اين پژوهش ارائه الگوي مارپيچ چهارگانه دولت، دانشگاه، صنعت و جامعه براي توسعه اقتصاد دانش­بنيان ورزش كشور است. در اين تحقيق كيفي از رويكرد تحليل ساختاري-كاركردي استفاده شده است. جامعه آماري پژوهش،شامل 23 تن از صاحب­نظران اقتصاد دانش­بنيان در حوزه ورزش مركب از اساتيد، مديران و كارآفرينان، و 9 تن از خبرگان است كه به روش هدفمند (قضاوتي) انتخاب گرديدند. ابزار گردآوري داده ها، علاوه بر مطالعات نظري، مصاحبه و دلفي بود. روايي پژوهش بر اساس اعتبار علمي و حقوقي نمونه، روايي محتوايي ابزار و توافق بين مصححان ارزيابي و تأييد گرديد. از روش تحليل مفهومي سيستماتيك و آمار توصيفي براي تحليل يافته­ها استفاده شد. براساس نتايج، براي بخش­هاي چهارگانه دولت، دانشگاه، صنعت و جامعه در مارپيچ اقتصاد دانش­بنيان ورزش ابتدا نهادها، نقش­ها و ساختارهاي دانش­محور تعريف گرديد. سپس فرايندهاي چندسطي شامل گردش ارزش­ها، فرايند دانشي و چرخه تجاري بين سيستم­هاي چهارگانه تعيين شدند. توصيف و مقايسه كمي و كيفي براي منظرهاي هر چهار بخش مارپيچ نشان داد كه وضعيت موجود نسبت به حالت قابليت بالقوه شكاف قابل‌توجهي دارد. براساس يافته­هاي پژوهش مي­توان گفت كه اقتصاد دانش­بنيان در ورزش بدون تحقق الگوي مارپيچ چهارگانه بين دولت، دانشگاه، صنعت و جامعه ميسر نيست. در الگوي مارپيچ اگر سيستم­هاي چهارگانه داراي نهادها، نقش­ها و ساختارهاي دانش­محور فعال باشند و در فرايندهاي دانش­بنيان مشاركت نمايند يك اكوسيستم مناسب براي اقتصاد دانش‌بنيان در ورزش شكل مي­گيرد كه پيامدهاي قابل‌توجهي نيز براي اقتصاد و ورزش كشور خواهد داشت. كليدواژه‌ها

Sport has become the focus of competition between countries because of its unique role in fostering generation, public health, social vitality, business growth and media dynamism. Therefore, it is vital to study this system from the perspective of its interaction with the government, academia, industry and society in general and the development of sports knowledge-based economy in particular. This research is aimed at designing a Quadruple Helix model of Government, University, Industry and Society for development of a knowledge-based economy in Iran's sport industry. In this qualitative research a structural-functional analysis approach has been used. The statistical population of the study comprises of 23 knowledge-based economy experts in Iran’s sports industry including university professors, managers and entrepreneurs and nine experts who participated in a Delphi Panel. They were selected on a judgmental based.method. Narrative of research evaluated and approved in three sections; sample scientific and legal validity, content validity tool and agreement between the proofreaders. We used a systematic conceptual analysis and descriptive statistics to analyze the data. Based on the research findings, it can be said that the economics of sports could not be achieved without taking into account of the quadruple spiral pattern among government, university, industry and society. In the Helix pattern,in order to have a knowledge-based economy in sports, the four systems must have active institutions, maps, and knowledge-based structures and participate in the processes as defined in this paper. In other words, an ecosystem suitable for a knowledge-based ' economy in sports will not realized unless a quadruple helix model designed and considered.
