با توجه به وضعيت خاص كشورهاي در حال توسعه و بحران‌هاي مالي در اين كشورها، امكان تأمين سرمايه و منابع مالي مورد نياز براي اجراي پروژه‌هاي عمراني بزرگ به عنوان يك مشكل ساختاري نمايان شده است. اين روند با توجه به افزايش جمعيت در سال‌هاي گذشته و توسعه شهرنشيني، نياز به ساخت و اجراي پروژه‌هاي مسكوني، اداري، تجاري و تفريحي و غيره و تأمين سرانه‌هاي آن‌ها را در سطوح شهري افزايش داده است. از اينرو انتخاب روش‌ تأمين ﻣﺎﻟﯽ بهينه در جهت ساخت پروژه‌ها، ضروري به نظر مي‌رسد كه در اين تحقيق با نمونه موردي مجتمع سيتي سنتر شهر يزد، سعي شده است اين انتخاب بهينه صورت گيرد. اﯾﻦ ﭘﮋوﻫﺶ از ﻧﻈﺮ ﻫﺪف ﮐﺎرﺑﺮدي و با روش تحليلي - رياضي انجـام شـده اسـت. جمع‌آوري اطلاعات با روش پيمايشي و ابزار پرسشنامه محقق ساخته انجام گرفته است. جامعه آماري اين تحقيق را خبرگان و كارشناسان تشكيل مي‌دهند كه حجم ﻧﻤﻮﻧـﻪ ﻣﻨﺎﺳـﺐ با استفاده از پانل دلفي به ميزان 50 نفر انتخاب شدند. در جهت تجزيه و تحليل داده‌ها، از الگوريتم سلسه مراتبي و پياده‌سازي آن در نرم‌افزار excel و expert choice بهره گرفته شده است. نتايج تحليل‌ها نشان داد كه زير معيارها فاينانس با وزن كل 0.170 در اولويت اول، روش ريفاينانس با وزن كل 0/142 در اولويت دوم و روش يوزانس با وزن 0.122 در اولويت سوم روش تامين مالي بهينه جهت ساخت پروژه‌هاي تجاري و تفريحي سيتي سنتر شهر يزد مي‌باشند.

Due to the specific situation of developing countries and the crisis of funding in these countries, the possibility of financing and financial resources required for project development is great as a structural problem emerged. The population of this research are experts that proper sample size using the Delphi panel of 50 people were selected. In order to analyze the data, the AHP algorithm and implementation of the software applicationexcel an‎d expert choice Has been used. The results of mathematical showed that method finance total weight of 0.170 in the first place, method refinance with a total weight of 0.142 of the priorities of the second and the method uzanse weighing 0.122 in third method of Optimal selection of projects and the merchants of the recreational of to construction to project business and recreational, case study: complex city center yaz.
